ABOUT OUR TEAM
The Strategy & Evaluation (S&E) Department is a dynamic group of forward-thinking public servants responsible for the Library’s data infrastructure, strategic planning and program evaluation. We provide tools for strategic decision-making and turn data into insights - enabling our colleagues to address changing community needs by shifting resources, identifying efficiencies and reimagining library services. This team is situated in the Organizational Strategy & Development unit of the library and operates at the intersection of strategy and administration.
Our team office is located at the Central Library in downtown Denver; however, the nature of work is system-wide and often benefits from on-site meetings at DPL branch locations across the City.
ABOUT THE JOB
The Management Analyst Senior will be a key player in supporting the effective implementation of the 2025-2030 Strategic Plan throughout the organizational structure. Management Analyst Seniors are assigned to a primary portfolio of library services for which they will conduct management and policy analysis, lead process improvement projects, evaluate existing and potential programs, facilitate performance measurement and support annual work-plan priorities. This position will be assigned to support a portfolio of public-facing library services.
Examples of work this position will be responsible for includes:
Design and conduct evaluations for DPL programs and processes, including development of actionable financial/operational/policy recommendations.
Support operational performance measurement by improving/innovating collection, measurement methodologies and reporting processes.
Support lines of service within the assigned portfolio in conducting long-range planning, developing implementation strategies, effectively reporting on progress and measuring outcomes.

We’re looking for someone who exercises humble inquiry, leads through influence and has some or all of the following skills and experiences:
An ability to communicate effectively in written, oral and visual form.
Strong interpersonal skills, including: situational awareness, conflict resolution, giving/receiving feedback, active listening, adaptability, tact and patience.
Knowledge of best practices in the collection, analysis, interpretation and presentation of qualitative and quantitative data.
Experience designing, planning and managing program evaluations, including supporting implementation of findings, piloting solutions and leading continuous improvement.
Strong analytical prowess that can be applied to any subject matter, such as financial, policy, administrative or regulatory content.
Experience facilitating collaborative problem-solving and/or process improvement projects.
Demonstrated command of analytical tools, such as Microsoft Excel, PowerBI or an equivalent data visualization tool.

Education Requirement: Bachelor’s Degree in Business Administration, Public Administration, Management or a related field.
Experience Requirement: Two (2) years of professional administrative and analytical experience which must have included analyzing management problems and recommending solutions.
Education/Experience Equivalency: One (1) year of the appropriate type and level of experience may be substituted for each required year of post-high school education. Additional appropriate education may be substituted for the minimum experience requirements.
