USAC's target compensation range for a new hire into this position is $115,000- $145,000 USD per year. Actual salary may vary depending on job-related factors based on knowledge, skills, and experience, as evaluated throughout the interview process. In addition, this position may be eligible for an annual performance bonus. Your Role
We are currently seeking an experienced, dynamic and collaborative professional to serve as an Assistant General Counsel for our Office of General Counsel who will deal with a multitude of in-house legal issues facing a large non-profit corporation, with an emphasis on employment law, litigation, and administrative regulatory law with experience in FCC regulations and telecommunications. Your Responsibilities
- Provide counsel to USAC's Human Resources team and other business units concerning labor and employment law;
- Lead USAC's response to pre-litigation matters, particularly employment matters before the Equal Employment Opportunity Commission (EEOC), DC Office of Human Rights (DCOHR), and other state and federal agencies;
- Prepare and revise USAC policies and procedures, USAC's Handbook, and any other internal labor and employment-focused communications and documents.
- Lead and manage all aspects of USAC litigation matters, including: managing outside counsel on litigation, lead internal responses to litigation and discovery, coordinate and lead all stages of litigation for the company, and coordinate with outside counsel on all aspects of the litigation process.
- Work on other corporate law related matters (e.g., contracts, procurement, intellectual property, and bankruptcy).
- Immigration experience a plus but not required.
- Provide counsel on the administration of the Universal Service Fund (i.e., Schools and Libraries, Rural Health Care, High Cost and Lifeline) or other appropriate programs, including identifying and analyzing novel issues and promoting measures to ensure program integrity and program success.
- Identify and anticipate potential legal issues and proposing solutions to complex situations raising difficult legal and operational concerns.
- Ensure compliance with all federal, state and local laws affecting USAC operations.
- Communicate, both in writing and orally, with internal clients, the Board, and external contacts concerning employment, corporate, and regulatory programmatic matters.
- Interact and engage with FCC staff on numerous matters, including contracts, audits, enforcement and USF programmatic issues.
- Other specific duties as assigned.
About You
- Juris Doctorate from an ABA accredited law school, and admission to at least (1) one state bar.
- Have three (3) to five (5) years of related experience, but willing to consider exceptional candidates at all levels. More experienced candidates may be considered for hire as an Associate General Counsel.
- Experience with labor and employment law, particularly employment litigation and administrative adjudication processes.
- Experience with litigation and legal disputes a mid-sized corporation or non-profit organization would face either at a law firm or in-house position (e.g. complex commercial litigation, real estate, breach of contract, tax, privacy).
- Experience with the telecommunications industry either at a law firm or in-house position preferred but not required.
- Experience with the federal Universal Service Fund Programs (i.e., Schools and Libraries, Rural Health Care, High Cost and Lifeline) or other appropriate funds administered by USAC a plus.
- General corporate legal experience a plus (e.g., contracts, corporate governance, employment, intellectual property).
- Experience working with a Board of Directors a plus.
- Proven ability to exercise sound legal and business judgment.
- Proactive approach to projects with the ability to independently lead and direct multiple workstreams alone and with team members.
- Excellent oral and written communications skills, including the ability to prepare and deliver information concisely orally and in writing.
- Strong analytical and legal research skills (please include a writing sample or cover letter with your resume).
