Position Overview
This position serves as the Chief Innovation Officer (CINO) who manages the Innovation and Digital Services (IDS) Unit. The incumbent will plan, direct, organize, evaluate, and formulate policies and procedures for the administration of the agency’s information systems and information technology needs. Responsibilities will include managing the technical services support for complex databases, application development, and ICJIA’s website properties; establish and administer systems development methodology standards and procedures. The position supervises a staff in the design, development, maintenance and enhancement of database application systems. Essential Functions
- Establishes and administers systems development methodology standards and procedures.
- Formulates policies and procedures for the administration and implementation of the agency’s technology infrastructure and cyber security (e.g. networks, applications, website, and databases).
- Serves as full-line supervisor.
- Provides consultation and technical assistance to ICJIA management to ensure a cost-effective approach while optimizing agency program effectiveness.
- Serves as a liaison between ICJIA and the Department of Innovation and Technology (DoIT) and ensures that ICJIA stays abreast of and compliant with statewide technological initiatives.
- Keeps abreast of new developments in technology.
- Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.
Minimum Qualifications
- Requires knowledge, skill and mental development equivalent to completion of four years of college with coursework in management information systems, computer systems, public or business administration.
- Requires prior experience equivalent to four years of progressively responsible administrative experience in management of technology infrastructure and technology support teams.
Preferred Qualifications
- Prefers four years of professional experience planning, directing and coordinating activities of staff in a major agency program.
- Prefers four years of professional experience analyzing and evaluating operations, programs, methods, rules and regulations.
- Prefers four years of professional experience developing, implementing and enforcing new and revised policies and procedures associated with professional licensing and enforcement program activities.
- Prefers four years of experience in management information systems, database administration, systems analysis and computer/communications systems; of management principles and practices; of administrative procedures and processes utilized in organization, fiscal and staff management and budgetary preparation and control.
Conditions of Employment
- Requires ability to travel in the performance of duties, with overnight stays as appropriate.

Term Appointment:
Candidates hired into a term position shall be appointed for a term of 4 years and are subject to a probationary period. The term may be renewed for successive four-year terms at the Director of the Criminal Justice Information Authority’s discretion.
