The Economic Services Administration (ESA), Division of Child Support, which includes approximately 1,100 employees across ten offices and county offices, provides child support and revenue recovery services.
We’re hiring for two key Management Analyst 5 positions within our team which focus on supporting the division's mission to reduce poverty and manage resources efficiently.
The Business Risk Analyst promotes and implements a risk-based approach, allowing the division to identify, prioritize, and manage business risks, ensure efficient resource allocation, and safeguard confidential information. This role involves consulting and utilizing risk management tools, creating detailed reports, and collaborating with internal and external partners to address complex issues impacting the organization.
Our Operations Analyst manages and analyzes statewide data, providing program support, and ensuring program integrity. This role involves producing complex reports and data visuals for executive decisions and offering expert advice on multidimensional issues affecting the child support program.
Both positions enhance the quality and effectiveness of child support services for Washington state.
These jobs are partially telework and include travel and some onsite activities.
Some of what you’ll do
The Business Risk Analyst will:
- Oversee the development and implementation of a risk-based approach across the division.
- Collaborate with other units in the division as well as external partners.
- Identify and document business risks to assist the Child Support Program.
- Lead and facilitate employees in various leadership groups in identifying, analyzing, evaluating, and monitoring risks to business units.
- Develop and manage a timeline to address business risks relating to program performance.
- Represent the division on department projects, complete huddles and ad-hoc assignments, participate in workgroups and improvement projects, and provide consultation on strategies and resourcing.
- Create processes and strategies to ensure divisional growth, performance, and continuity of operations.
The Operations Analyst will:
- Provide support and guidance in the design, development, and implementation of data visualization to conduct program area reviews using Tableau, Power BI, and other tools.
- Perform original complex research for reporting, using visualization software to create dashboards, graphics, and tables to communicate results to partner groups.
- Provide advice on data trends, gaps, and deficiencies for process improvement.
- Train staff on data visualization systems.
- Understand, use, and communicate data security standards.
- Create, draft, and review policies and procedures.
- Lead improvement opportunities, develop charters, and use improvement tools such as Lean, Change Management, and Equity, Diversity, Accessibility, Inclusion, and Belonging.
- Review and coordinate assignments and ad-hoc requests.
- Monitor federal performance measures and work collaboratively with other areas to ensure timelines are met.
We’re looking for those with
A bachelor’s degree in business administration, public administration, law, public health, health administration, or a related field. (Additional professional experience described below will substitute year-for-year for the education.)
and
Five years of demonstrated experience in two or more of the following areas:
- Conducting research
- Analyzing policies, laws, rules, or regulations
- Conducting business analysis and developing requirements
- Leading business projects
- Managing business operations
- Business policy development
- Supervising
- Transforming data using visual analytics platforms
Desired
Business Risk Analyst:
- Experience conducting business analysis for risk management, process improvement, performance measurement, project management, portfolio management, preparing narrative and statistical reports.
- Experience convening multi-disciplinary teams and facilitating discussions on complex and challenging multi-system issues.
- Experience utilizing the risk management lifecycle to address business risks.
- Analytical skills, systemic thinking, customer focus, and project and workload management skills.
Operations Analyst:
- Experience managing multiple projects within budget and time constraints.
- Strong communication and analytical skills, with a customer focus.
- Ability to develop materials, interpret analyses, and frame policy issues for partners.
- Strong project management and workload management skills.
