This position directs and manages the operations of the City’s Electric, Water, and Wastewater Utilities. It is responsible for providing reliable and economical electrification, potable water, wastewater collection and treatment, and fire protection water to the citizens and businesses of the City of Dothan and other areas as may be affected. The Utilities Director plans, organizes, directs, and supervises the construction, repair, operation, and maintenance of the utility systems and auxiliary equipment. This role manages personnel and performs a variety of highly complex administrative functions related to the utility system, reviews, analyzes and establishes long range capital improvement programs, implements, and manages policies and procedures. The Utilities Director reports to the City Manager.
Key Responsibilities:
- Manage and analyze wholesale power needs and related agreements; ensure that water production and wastewater collections and treatment processes are followed and in compliance with federal and state standards.
- Oversee the creation and continuation of a high-performance utilities staff focused on customer service, employee training, safety, and staff development; assign, direct, supervise, and evaluate personnel; hire, discipline, and terminate personnel within the approved personnel policies of the City.
- Supervise the development of operating and capital budgets; monitor budgets; control and monitor expenditures; direct purchases in compliance with state bid laws; complete long range planning documents and initiate research and recommend cost of service consultative studies, including capital improvement plans and design.
- Analyze departmental procedures and functions and initiate changes to improve efficiency and effectiveness. Ensure the continuation of utility system services with an after-hours command structure; direct the development and implementation of disaster recovery and response plans.
- Refer to and understand the City of Dothan Code of Ordinances, City personnel rules, federal and state law, Alabama Department of Transportation (ALDOT) standards, county standards, American Water Works Standards, the National Electric Safety Code, the National Electric Code, the Standard Plumbing Code, and Ten Standards for Water Works and Sewers.
Minimum Qualifications:
Bachelor’s degree from a four-year college or university accredited by an accreditation agency recognized by the U.S. Department of Education (USDE) or the Council for Higher Education Accreditation (CHEA) in Electrical, Mechanical, Chemical, Industrial Engineering, or a closely related field is required.
Certification as an Alabama Professional Engineer (PE) is required. A Master’s Degree in a related field is preferred.
Seven (7) years of senior management experience with a private or public utility providing administrative level leadership to water, wastewater treatment/collection, or electrical distribution systems is required.
