Minimal Qualifications/Experience/Skills:
A minimum of Master’s degree in Business Administration, Public Health, or related field. At least five years or more of experience working in the health care or social enterprise industry. Extensive background in fiscal management, strategic planning, and quality compliance and assurance oversight. Must have a proven track record in health care operations, contract negotiation, business strategy development, operational growth planning, and developing and executing key performance indicators. Exhibit a result-oriented, data-driven management style to motivate and engage others to operate optimally. Excellent interpersonal skills and strong communication for meaningful change. Embraces and promotes organizational commitment towards innovation for sustainable growth.
Summary
The Chief Operations Officer (COO) is a key member of the executive management team. The COO is responsible for the overall operations of the health center(s) and in collaboration with the executive management team, fulfills the vision of the organization through the implementation of the strategic plan to ensure the mission, goals and objectives of the organization and those it serves are being met. Serves as a role model and mentor to CCHC employees. Directly supervise the Director of Behavioral Health, Managing Director of Clinical Operations, Managing Director of Quality and Compliance, Managing Director of Ryan White Services, IT Department Consultant, and the Senior Director of Housing.
Responsibilities
- Ensures program and corporate compliance with primary care policies and procedures as well as those external regulatory bodies including but not limited to: Health Resources and Services Administration (HRSA)’s Bureau of Primary Health Care, Health Insurance Privacy and Portability Act (HIPAA), Occupational Safety and Health Administration (OSHA), Clinical Laboratory Improvement Act (CLIA).
- Leads the development of strategic planning/framework for the organization, and the detailed current operating plans focusing on long-term outlooks and competitive intelligence. Responsible for tracking key outcomes for the organizational strategic plan.
- Serve as the lead in managing and communicating the timelines for the organization’s strategic initiatives and sustainable growth development goals, and provide Quarterly tracking (April, August, and December) of strategic benchmarks and accomplishments presented in written reports and dashboards.
- Co-lead negotiating vendor contracts and recommending the preferred vendor.
- Conduct environmental analysis for rapid change and evaluate options and executive solutions to determine new operational strategies and progress of current development projects.
- Annually review Form 5A-C to assess the agency’s direct services, collaborating partners, tracking of referral data, and impact on patient care.
- Work closely with the CEO, CFO, Managing Directors to monitor cost-saving strategies for medical supplies, and private stock vaccine purchases by the agency’s standing protocol. Ensures Facility Manager provides data trends for purchases and maintains real-time inventory.
- Lead the Monthly Risk Management & Compliance Meeting to ensure managers are complying with federal regulations for FTCA, OSHA, and PCMH. The tracking of key performance indicators and impact to minimize the agency’s exposure to liability, adherence with standing practice, and federal regulations and guidelines. Provide a written summation of key findings, support materials, and recommendations to the CEO.
- Work closely with Managing Director of Clinical Operations and Medical Director to develop and track actionable measures for compliance, data points, and reporting for federal reporting (quarterly and annual). Work closely with the Senior Leadership to develop, implement, and monitor HEDIS measures and establish workflows and policies by CAQH, PCMH, HRSA, SUPR, FTCA, and OSHA.
- Work closely with the Executive to develop weekly planning and discussion points for the management meeting.
- Work closely with the Managing Director of Clinical Operations to annual reviews of the agency’s HPSA scores and work closely with IPHCA to ensure the agency’s good standing with HRSA and access point threshold.
- Ensures departments annually review policies and procedures, forms, program guidelines, regulations, and compliance. Ensures standing practice adherence with federal regulations. Creation of an annual SOP calendar and follow-up meeting reviews with department leaders. All draft policies and procedures are presented for approval to the CEO and BOD.
- Manage IT department and work closely with IT Consultant to develop, implement, and track key performance indicators and operation plans for cost saving, advanced technology, annual assessments (HIPAA/fraud risk/cybersecurity), and corrective action plans. Present routine updates to CEO IT capacity needs. Provide a monthly dashboard with key data points at the management planning meeting with actionable steps to improve efficiency and cost savings.
- Work closely with the CEO and CFO on identifying key capital projects, joint ventures, and other strategic business partnership opportunities. Maintain direct contact with prospective vendors to secure values for the business and identify sustainable growth.
- Ensures operations/ facility management adheres to seasonal and maintenance schedules. Provide dashboard tracking progress of seasonal schedule maintenance.
- Supports the CEO in developing a team-based environment to motivate and inspire staff to work collaboratively toward vision and goal by clearly communicating agency vision, implementing yearly staff development plans, and mentoring. Lead efforts to support the CEO’s vision and organizational culture expectations.
- Evaluate process improvement information, materials, and methods to match specific organizational needs as outlined by management and adapt them to use in the execution of process improvement events. Provide the CEO with a written corrective action plan and track the organizational progress.
- Serve as a primary lead for the HRSA OSV pre-review preparation and the onsite compliance review.
- Coordinates with related departments and functions to ensure appropriate information flow and understanding of overall process improvement direction.
- Participate in agency capacity-building strategies to enhance services line of work and target mandates. Provide monthly tracking of strategy and develop a corrective action plan to resolve barriers.
- Work closely with the management team to create, implement, and roll out plans for operational processes, internal infrastructures, reporting systems, and company policies, all designed to foster growth, profitability, and efficiency. Provide the CEO with a written implementation plan and actionable steps.
- Routinely meeting with the CEO to provide timely updates (written & verbal) of current initiatives and events.
- Work closely with management to identify and integrate value-based practices into the organizational processes.
- Provide CEO with weekly and timely summation of internal and external committee meetings, community, and programmatic, pertinent operational issues with remediation plans.
