Nature of Work
In the Bureau for Family Assistance, Division of Family Assistance Policy, the Health and Human Services Director 3 is a senior leadership position that, under limited supervision, performs complex administrative and technical work at the expert level with responsibility for overseeing an array of Family Assistance programs with a combined budget in excess of $196 million annually and affecting large client populations.
This position also directs and administers the development, implementation, and evaluation of compliance with multiple complex state plans, as well as administers and directs complex units responsible for policy interpretation for federal and state regulations for:
- Supplemental Nutrition Assistance Program (SNAP)
- Low Income Home Energy Assistance Program (LIHEAP) block grant
- Refugee Resettlement (RR) Program
- Indigent Burial Program
- Emergency Assistance (EA) Program
- Other associated programs.
This position also serves as subject matter expert for members of federal and state agencies and the West Virginia Legislature. The Health and Human Services Director 3 requires high level interaction with the public, DoHS local offices, program management and training staff to ensure effective policy implementation. Other duties include reviewing all federal reporting for accuracy and timely submission, as well as overseeing budget development and implementation for all relevant, statewide programs.
Minimum Qualifications
Education: Master's degree from a regionally accredited college or university.
OR
Substitution: Bachelor’s degree from a regionally accredited college or university and two (2) additional years full-time or equivalent part-time paid experience as described below may substitute for the required training.
OR
Substitution: Six (6) additional years of full-time or equivalent part-time paid professional experience as described below may substitute for the required training.
AND
Experience: Seven (7) years of full-time or equivalent part-time paid professional experience, four (4) years of which must have been in a program administration capacity.
OR
Substitution: Post-graduate coursework may substitute for the required experience at the rate of fifteen (15) semester hours of education for one (1) year of experience.

Pay: $62,058.00 - $110,386.00 per year
