Position Summary
Establishes strategic direction and responsible oversight for all major capital projects within Operations. Accountable for strategic capital investment plan, capital project budget development, managing project risk and full execution of all major capital projects. Responsible for delivering on high cost, high complexity and high-risk projects on time, at budget and with quality. Responsible for ensuring all major projects follow standards and governance set out by the Central Program Management Office and respective business units. Responsibility for ensuring compliance with overall Quality Assurance & Quality Control (QA/QC) program requirements across all major capital projects.
Essential Responsibilities
- Directs internal and external project managers/leads who are responsible for ensuring feasibility & justification, planning & design, procurement, construction & installation, commissioning & start-up and close-out for all major capital projects.
- Responsible for oversight of obtaining services and equipment and ensuring project teams are staffed and developed to assure project objectives are fulfilled. Ensures potential contractors and suppliers are qualified to perform work in accordance with accepted Business Unit standards and processes. Accountable for managing stakeholder and partnership interests; ensuring market-competitive project; and providing a reliable product for operation.
- Establishes strategic direction and accountable for the Operations Strategic Capital project management lifecycle process, and responsible and accountable for successful execution and management of project risk for all Strategic capital projects.
- Project Oversight: Provides consulting and leadership through all aspects of the projects. With partnership with both ISP and Operations, is involved in all stage gate and capital budget process including scope and budget approval, financial authorization, engineering, design and regulatory permitting, construction and project closeout. As well as oversight of performance for consulting services and company services.
- Construction & Project Controls: Responsible for the oversight of construction of all major projects. This work includes following standardized process, scope of work, construction/installation, schedule, safety, QA/QC, cost controls, and oversight of performance for suppliers, contractors, and construction services.
- Process Owner and accountable for the Strategic capital management process, strategic capital investment plan and responsible and accountable for the overall development and management of the capital project budgets.
- Coordination: provides support for OpCo Presidents, Resource Planning, Regulatory Affairs, Corporate Strategy, Environmental Policy and Services, State Affairs, Legal, etc.
- Governance: Ensure major projects follow rigorous standards as set by the CPMO with consistent review, update, and feedback to ensure best in class performance and compliance. Accountable for managing all CPMO and Business Unit standards and processes for construction and safety on capital projects. This position, along with individual project managers and project leads, has accountability for achievement of project performance objectives.
Minimum Requirements
- BS in Engineering, Construction Management / Project Management (Advanced degree preferred).
- 15 Years industry experience in design, construction, operation and maintenance of generation and asset facilities as well as linear assets such as electric distribution, electric transmission, and gas facilities. Management experience with major projects, gas and wind generation projects and other industry technologies (both existing and emerging).
- Exceptional management skills to successfully execute a large number of projects, several of which involve significant risk for the Company, across multiple jurisdictions and involving many different resources (internal resources, external resources, technologies, suppliers, contractors, service providers, etc.).
- Excellent written and oral communication skills necessary. Strong understanding of financial and regulatory issues and proficient with presentation and computer skills. Experience interacting at executive level industry management on business issues and negotiation of very large dollar technical contract issues.
- Travel required.

- Professional Engineer License (PE).

Non-Bargaining
The anticipated starting base pay for this position is: $159,900.00 to $226,166.66 per year.
