Compensation: $133,400 - $220,100 (Skookum's compensation strategy is to position new employees between the minimum and midpoint of this range, depending on qualifications and experience.)
Work Schedule: Full-time, Monday - Friday 7:30am - 4:00pm (flexible start and end times depending on scheduling needs)
As a Director of Contracts, you'll... The Director of Contracting leads the Skookum Contracts team responsible for all contractual matters at Skookum, to include all aspects of the acquisition life cycle: pre-award, contract award, post-award and contract close-out. This team supports and collaborates with Skookum Regional Vice Presidents (RVPs), who retain P&L responsibility as well as ultimate authority, by pricing, negotiating and administering all Skookum contracts. These contracts are primarily, yet not exclusively, federal service contracts. The Skookum Contracts team selects and manages subcontractors, to include developing contract language and drafting teaming agreements. The Director of Contracting reports directly to the Chief Operating Officer and exercises independent judgment, discretion and confidentiality, with minimal supervision required. This is a leadership position, yet the leader is expected to work alongside the team.
Delivers Skookum's Value Proposition to our internal and external customers. Creates a customer-oriented culture for the Contracts team, ensuring that the team remains easy to do business with and strives to partner with internal and external customers in a way that facilitates the customer's ability to accomplish their mission. This leader must value and foster long-term, trust-based relationships that deliver value to our customers and supports the internal Operations Leaders.
Leads a team of professionals that create pricing workbooks that may be relied upon to bid or negotiate and then administer a wide range of service contracts and select manufacturing contracts.
Pricing responsibilities include creation of labor estimates based on engineering performance standards and/or historical data, material estimation, selection of capital equipment, subcontractor spend, insurance, etc.
Leads a team of professionals that administers contracts, including the change process (modifications and requests for equitable adjustment), negotiation of follow-on year and base year agreements, proper processing of certificates of labor and support to the internal Operations leaders regarding interpretation and implementation of Service Contract Act, Davis Bacon Act and Collective Bargaining Agreements.
Support Project Accountants with the invoicing process and creation of operating budgets as requested.
Oversees preparation and submission of applicable annual Wage Determination Rate (WDR) modification requests.
Serves as a primary point of contact with government Contracting Officers and government Contract Administrators for contract awards, renewals, modifications, and payments.
Provide extraordinary service to Site Managers, Project Accountants, Regional Vice Presidents, create a partnership with these professionals in the delivery of exceptional service to the federal and commercial customers.
Responsible for the update and maintenance of Skookum's accounts within the government's System for Award Management.
Responsible for developing and utilizing an electronic contract filing system. At a minimum the system will capture official correspondence, original contracts with all current modifications, associated technical documents, all submittals, and customer evaluations.
Manages web-based reporting to include CCR updates, ORCA updates, Manpower Reporting, and support for CPARs.
Works with and is supported by Skookum's Maximo team to integrate relevant facilities, asset, and task data into pricing workbooks.
Responsible for understanding and interpreting the Federal Acquisition Regulations (FAR) in order to develop solutions for federal Customers. This includes researching, understanding, and interpreting the FAR clauses affecting each contract during the year.
Skilled negotiator, able to engage in complex price negotiations with a win-win approach.
Oversees preparation of Skookum Subcontracting Plans and completes required reports.

Summary of desired skills and experience for the Skookum Director of Contracts:
Bachelor's Degree in Business, Construction Management or related field required
A minimum of 8 years of federal contracting and cost estimating experience, preferably with the Department of Defense (DoD) contracts.
The ideal candidate has a Warranted Contracting Officer (Level II or higher) for the federal government or has held equivalent levels of authority as part of the Department of Defense contractor community.
A valid state driver's license is required with the ability to obtain and maintain coverage by Skookum's insurance.
Must be able to obtain and maintain applicable security clearances and installation access. A background check and E-Verify will be conducted for this position.
