Description of Job
CBMS what is it?
The Colorado Benefits Management System (CBMS) helps manage data intake, eligibility determination, and benefits disbursement for applicants who are potentially eligible for public benefits. It is a highly complex system that supports multiple agencies and programs. Most notably, this system supports the administration of critical state of Colorado benefits such as Medicaid, Child Health Plan Plus (CHP+), SNAP, WIC, and TANF. These are programs that help to support our most vulnerable community members. The principal users of this system are county benefit eligibility technicians, who use the tool every day as they work with applicants submitting new or renewal applications for state benefits.
What will you be doing?
The Head of Product leads a joint Colorado Department of Health Care Policy & Financing (HCPF) and Colorado Department of Human Services (CDHS) team responsible for product management of CBMS. This team collaborates closely with the Governor’s Office of Information Technology (OIT) and contracted vendors on technical operations of the CBMS system components. Ultimately, it is the Head of Product’s responsibility to ensure that these technologies meet the needs of program users, CBMS system users, and HCPF and CDHS State program administrators. Part of this role is to advance product maturity and best practices in how CBMS is continually maintained to support these public program users, CBMS system users, and the state’s needs.

- Defining KPIs and measurements of projects, system performance, and monitoring of the ongoing performance of the CBMS system to meet the intended outcomes for county workers, program users, and federal and state regulatory requirements
- Consulting directly with counties in coordination with CDHS and HCPF Community Engagement teams to identify and then refine needed improvements
- Overseeing and leading modifications to frameworks, templates, and other tools for day-to-day product management alongside the Product Director
- Ensuring vendor-proposed hours for each project are appropriate, managing escalations to the Product Director, and managing expectations to CDHS and HCPF Leadership
- Overseeing all product budgets and addressing or escalating financial issues as they arise, alongside the Product Director
- Ensuring effective utilization of technology resources to deliver integrated benefits, reviewing and approving all vendor agreements and payments
- Holding vendors accountable for delivering high-quality product outcomes in line with the product strategy
- Managing all work to drive continuous improvements to product design, usability, and accessibility; coordinates with program leadership to ensure that product designs also meet program requirements
