This position is eligible for full time telework within Washington State.
However you will be required to attend occasional office meetings/trainings in Olympia as requested.

Schedule: Monday – Friday, 8:00 a.m.to 5:00 p.m., Monday-Friday through probationary period with potential flexibility upon gaining permanent status. Hours may fluctuate during legislative session and for special projects. Some travel required to attend customer/vendor meetings and site visits, procurement conferences, events and training.

What you will be doing:You will support a team of eight WMS positions by conducting research and providing expert-level analysis and making recommendations on the following enterprise-wide activities to meet the needs of DES and our statewide customer base: the delegation of authority risk assessment process, the policy adoption process, the sole source approval process, and the additional delegation of authority process. In addition, you will be leading the tracking and reporting of the team’s core activities and will also be responsible for assisting with maintaining project schedules and keeping information on the policy team’s SharePoint site and website current.

Some of what you’ll enjoy doing includes:- Conduct complex, multi-dimensional research and expert-level analysis during the procurement risk assessment process used to delegate purchasing authority to approximately 105 agencies, boards, and commissions.
- Collecting data to support the procurement risk assessment process/contract audits.
- Sorting through numerous complex data sources using knowledge of contract, procurement, and risk management principles to determine what information is relevant to the risk assessment for each agency, board, or commission.
- Using the data, make recommendations on appropriate delegations of purchase authority and risk rating for each state agency, board, and commission.
- Assist with the Additional Delegation of Authority/Exemption Processes.
- Assisting with sole source and emergency purchase filings.
- Analyzing new sole source and emergency purchase filings submitted for completeness; and seek missing information from incomplete filings.
- Approve sole source filings within assigned authority.
- Review email box for sole source related questions and respond accordingly.
- Strategic Planning; Data Collection, Tracking, Monitoring, and Reporting.
- Collect data to be used by the team to identify and track strategic map measures/goals/targets.
- Report progress on strategic map measures/goals/targets.
- Policy Adoption Process
- Conduct research and data analysis to assist policy administrators in making recommendations on the selection of the next policies to adopt or revise; and assist with policy development.
- Collect, compile, and analyze feedback from stakeholders to provide responses to stakeholder feedback.
- Maintain project schedules and keep current the information on the Policy Team’s SharePoint site and website.
- Develop and track policy development project schedule.
- Maintain complex sets of data/information, records, and files in an organized manner.
REQUIRED:Bachelor’s degree in business administration, public administration, law, public health, health administration, or a related field
AND- A minimum of two years of demonstrated expert level experience using MS Word, MS Excel, Teams/Zoom, webpage management.
- Five years of demonstrated experience in two or more of the following areas:
- conducting research
- analyzing policies, laws, rules, or regulations
- conducting business analysis and developing requirements
- leading business projects
- managing business operations
- business policy development
Experience may be substituted year-for-year for education.
PREFERRED:Government procurement experience
A minimum of two years of experience using Visio, MS Project, and Adobe Acrobat
