WHAT WE OFFER: In addition to an annual base salary of $136,589.53 - $191,225.35, this position will receive an attractive benefits package that includes:
- GENERAL SALARY INCREASE: A general salary increase of 3.5% effective December 22, 2024.
- EDUCATIONAL INCENTIVE: May be eligible for 2.5%, 3.5%, or 5%, based on completion of an associate, bachelor's, or master's degree from an accredited institution (not required for the position).

- EXECUTIVE ANNUAL LEAVE: 248 hours earned per year, increasing to 288 hours after 5 years of service, to 328 hours after 10 years of service, and to 368 hours after 15 years of service.
- ANNUAL LEAVE REDEMPTION: The ability to “cash in” or redeem up to 100 hours of Annual Leave per year after using 80 hours of annual leave within the previous 12 months.
- HOLIDAYS: 12 paid days per year, including 1 floating holiday to use at your discretion.
- DEFERRED COMPENSATION: You may elect to contribute to one or both of the County's deferred compensation plans (established under Internal Revenue Code sections 401(k) and 457). If you participate in the County sponsored 401(k) plan, the County will match a part of your contribution up to 3% of your salary, on a per pay period basis.

Under administrative direction of the Chief Financial Officer - Ambulatory Care, the Assistant Chief Financial Officer will assist with the financial activities, including fiscal services, revenue services, program audits and reimbursement, contract administration, and capital planning; will assist in providing policy, strategy, and technical advice to the Chief Financial Officer - Ambulatory Care in financial, contracting, and capital planning issues; will have a significant impact upon Ambulatory Care operations; will be responsible for the oversight of the finance and revenue cycle teams, and serves as a member of the County's management team.
PAYROLL TITLE: Administrative Services Director III
The Assistant Chief Financial Officer (Administrative Services Director III) is an at-will position which is exempt from the provisions of the Civil Service Ordinance.

EXAMPLE OF DUTIES: Duties may include, but are not limited to the following:
- Assists in evaluating the Agency's financial structure and ensures timely and sufficient operating revenues and cash flow;
- Assists with financial reporting and month- and year-end closing processes to ensure GAAP, GASB, and other regulatory compliance;
- Supervises the accurate and timely preparation of financial and statistical reports as needed for management;
- Manages the preparation and monitoring of the annual operating and capital budget;
- Provides direction to resolve complex health care financial issues with a significant impact on departmental operations;
- Ensures reporting and fiscal activities related to FQHCs are accurate, timely and in compliance with Centers for Medicare & Medicaid Services (CMS), California Department of Health Care Access and Information (HCAI), and other hospital regulatory guidelines;
- Develops, implements and evaluates objectives, policies, procedures and operations for assigned areas to ensure maximum revenue reimbursement, utilization and compliance with applicable local, state and federal regulations and County and agency guidelines;
- Ensures that efficiency and fiscal accuracy is sustained throughout Ambulatory Care operational and functional support areas;
- Develops recommendations to support effective allocation of financial resources through financial models for various business conditions, attrition, or expansion;
- Develops recommendations to establish operational and financial reporting procedures and standardize reporting formats for the various budget units of the Agency;
- Trains and develops staff for higher management skills;
- Reviews and assesses the impact of changes in government funding and of new regulations to ensure compliance;
- Advises fiscal department staff concerning functions and activities, work assignment, workflow, and deadlines;
- Performs other related duties as required.
