Salary: Based on experience and qualifications.
QUALIFICATIONS:
- Bachelor’s degree in accounting, business administration, or a related field and a minimum of a 3.0 GPA; CPA and/or MBA degree preferred.
- Three (3) years of administrative or related work experience.
- Strong knowledge of WVEIS and the related financial accounting programs.
- Familiarity with school finance and knowledge of WVBE Policies 8100 and 8200.
- Ability to communicate effectively.
- Knowledge and understanding of generally accepted accounting principles for governmental entities (GAAP) and Governmental Accounting Standards Board (GASB).
- Demonstrates above average skills with Microsoft Office preferred.
REPORTS TO: Executive Director
JOB GOAL: To support the vision, mission, and strategic priorities of Mountain State ESC and to serve as the Chief Financial Officer by managing and/or supervising the operation of Mountain State ESC’s business activities including but not limited to vehicles, financial support, customer and marketing support, human resources, supervision of financial support staff, perform administrative tasks as assigned, preparation of annual budgets for Mountain State ESC and all budgets within grant funded programs, prepare monthly and annual financial statements for all funds maintained by Mountain State ESC, invest all available funds for either short or long term investments at the best return available, oversight of payroll and related functions, oversight of Accounts Payable, Accounts Receivables, audits and forecasting financial opportunities for the organizational health of Mountain State ESC.

PERFORMANCE RESPONSIBILITIES:
- Understands the premise of a Statewide Educational Service Cooperative and problem solves the unique issues that may arise with the financial department of Mountain State ESC.
- Experience in managing and supervising other ancillary business operations as directed by Executive Director.
- Knowledge of grant management and familiarity with Federal, State, and Local grants including administrative on-site, budgeting, and withdrawals (draw-down) procedures.
- Ability to assist in the generation of revenue and to maximize the financial health of Mountain State ESC.
- Knowledge of pricing of goods and services to benefit Mountain State ESC and its stakeholders.
- Punctual with all reports including daily and monthly reports as requested/required by the Executive Director, Project Managers, Regional Coordinators and partners.
- Ability to manage multiple tasks and work cooperatively with others.
- Ability to make changes and adapt to varying responsibilities on an ongoing basis.
- Ability to remain calm in demanding situations.

- Oversees and directs the operation of finance for MSESC within the realms of accounting, budget, and treasury.
- Knowledge and experience with WVEIS preferred.
- Responsible for all budget preparation, monitoring, and adjusting for all funds under the control of Mountain State ESC and to maintain compliance with various funding entity rules, procedures, and expectations of Mountain State ESC executive administration.
- Controls the treasury function - investments, etc. - as allowed by law and Council policy. Knowledge and experience in investment transactions.
- Forecasts financial opportunities for Mountain State ESC and communicates with the Executive Director frequently.
- Excellent communication skills, both written and oral.
- Excellent public relations, organizational, communication, and interpersonal skills.
- Prepares and monitors the allocation of fiscal resources to various system programs and projects.
- Monitors all areas of the operating budget and provides a financial analysis of such as requested by the Executive Director.
- Prepares monthly financial reports of revenue, expenditures and balance of all funds, and presents copies of the reports to the council and/or other parties as directed by the Executive Director.
- Fulfills all areas of responsibility associated with the capital assets inventory system.
- Provides or makes provisions for periodic training on the financial reporting requirements of individual Mountain State ESC sites.
- Works closely with departments to generate revenue to maximize resources for Mountain State ESC.
- Submits required reports to the Executive Director and all outside reporting agencies including the Office of School Finance, West Virginia Department of Education in a timely manner.
- Completes tasks associated with the annual audit, preparation of annual financial statements, auditing of those financial statements, prepares staff members for upcoming audits, and periodic audit checks to maintain efficiency.
- Maintains ethical business processes required for the efficient financial operation of Mountain State ESC.
- Participates in decision making as a member of the Executive Director's administrative team.
- Ability to speak effectively before groups and employees.
- Provides exemplary leadership for staff members in the finance department to assure effective and efficient operation.
- Participates in continuing professional development activities and maintains a current certification as a chief financial officer. Attends conferences as required.
- Works in a cooperative manner with all stakeholders regarding actions of the finance department.
- Reviews the financial effectiveness of AEPA and other Mountain State ESC programs to enhance the solvency and growth of the cooperative.
- Ability to implement policy and procedures and to keep up to date with new initiatives.
- Ability to use software to develop spreadsheets, perform data analysis, and word processing.
- Develop a structure for federal and state indirect and administrative fees.
- Oversee and effectively manage BRIM, WV Teacher retirement, PEIA and other voluntary deductions to compliance.
- Performs other tasks and responsibilities as assigned by the Executive Director.
