This professional position is responsible for delivery of tailored employment and career training services to youth and young adults facing barriers to employment with Frederick County Workforce Services. The position is responsible for providing personalized case management to youth and young adults, helping them identify career pathways and access employment opportunities. Responsibilities include achieving service delivery and grant enrollment goals, case management, tracking and measuring employment and training outcomes to ensure that services are effectively meeting the needs of youth and young adult job seekers. Supervision is received from the Manager of Youth Workforce Programs.
NOTE: The upper pay range reflects possible wage rates for internal County transfers and promotions. For transfers and promotions, wage rates are calculated per County policy.

- Meet with job seekers to assess career goals, employment readiness, potential barriers to employment, and training needs
- Deliver training and employment services, ensuring quality and adherence to internal policies and state and federal regulations
- Provide case management for all those eligible and enrolled in the grant
- In partnership with job seekers, design employment development plans and work with individual job seekers to reach employment and training goals
- Collaborate with business services staff to connect job seekers to potential employment opportunities
- Assist customer with researching training opportunities and navigating training application and enrollment process
- Identify and coordinate work-based learning/internship opportunities as a training and employment strategy
- Identify and document eligibility status of customers for various grants and programs
- Match job listings and job seekers based upon job requirements and skills needed using a structured process to find and refer the best qualified applicants
- Be responsive to hiring needs; implement pre-referral standards (skills, screening); conduct proactive searches with candidates; and work with business services team on customized recruitment and/or training plans
- Use labor market information to assist job seekers in developing employment plans
- Integrate effective strategies that contribute to FCWS organizational goals and performance measures/success
- Network with area businesses to identify business needs, establish relationships and create job/career opportunities
- Collaborate with training providers on customer training plans and associated costs
- Learn and share new Workforce Development strategies to meet performance goals
- Perform other duties as required
Qualifications:- Bachelor's degree in Public Administration, Human Resources, Social Services, or a related field
- Minimum 1 year related work experience in human resources, social services, youth or adult learning, or a related direct human service position
- Intermediate skills in the use of MS Office Suite
- NOTE: Additional years of related work experience may substitute for a portion of the education requirement
KNOWLEDGE / SKILLS / ABILITIES:- Knowledge of workforce development system and/or employment and training programs and services for un/underemployed individuals
- Knowledge of and ability to follow local, state and federal grant guidelines and applicable laws and regulations
- Working knowledge of all applicable federal, state and local laws, regulations, and policies in designing, implementing and monitoring services
- Ability to effectively assess customer strengths and needs and develop strategic plans to assist in progressing career paths
- Exceptional problem-solving skills with the ability to use professional, sound judgment at all times
- Strong ability to develop and maintain effective working relationships with youth, public, elected officials, community partners, business representatives, co-workers and customer
- Strong and effective spoken and written (English) communication skills with ability to prepare and present clear, accurate reports and presentations
- Ability to learn and use multiple digital platforms including learning management systems, case management systems, virtual meeting applications, etc.
- Ability to effectively establish priorities, coordinate services and activities among multiple teams and managers
- Ability to effectively represent Frederick County Workforce Services to the public, business, and local, state, and federal officials
- Ability to effectively organize work, establish priorities, manage time and complete assigned duties with minimal supervision in a fast-paced environment
PREFERENCE MAY BE GIVEN FOR:- Direct work experience in workforce development, career counseling, and/or case management
- Workforce development related certification / credentials
- 1 year of direct work experience case managing youth and young adults (ages 16-24)

- Ability to provide own transportation as needed for meeting and other commitments
