Job Title: Senior Manager, Systems Engineering-RF (Active Secret Security Clearance Required) Job Code: 17412 Job Location: Colorado Springs, CO Job Description: As a Senior Manager, Systems Engineering, you will be responsible for all technical aspects of developing the MTR-D system. You'll work closely with the United States Space Force and program leadership to drive the design, integration, and testing of new capabilities, ensuring that the system meets all performance, reliability, and security requirements. You will lead a team of systems engineers through the development lifecycle, including requirements analysis, system architecture design, hardware and software integration, and verification and validation activities.
The ideal candidate will have a working knowledge of radio frequency communications, digital signal processing, electronics, and fiber optics, along with experience in leading technical teams in complex development projects.
Essential Functions: - Meet functional requirements and lead the overall management of the engineering team.
- Coordinate efforts across multi-functional teams and multiple contracts to drive project success.
- Lead efforts to continually improve engineering processes and drive strategic growth in technical capabilities.
- Apply RF fundamentals and experience with ground antenna subsystems to system design and development.
- Lead discussions and collaborate with internal and external stakeholders, including government customers, to ensure alignment on technical direction and program success.
- Evaluate existing systems and capabilities to identify enhancements that improve mission performance.
- Prepare documentation specifying hardware and software requirements, and outline procedures for implementing system enhancements.
- Establish methods to integrate new technology into existing architectures, identifying and resolving conflicting system interface issues.
- Provide technical planning and leadership throughout the development lifecycle, from concept to deployment.
- Oversee the design and development of system components, ensuring all engineering changes are thoroughly analyzed, documented, and integrated.
- Present technical solutions and project updates to internal and external stakeholders through briefings, such as design reviews, technical interchange meetings, and engineering boards.
- Offer guidance and final technical review for engineering documents, including system specifications, interface control documents, test plans, and configuration management records.
- Collaborate across functions and with external partners on engineering processes, technical solutions, and system integration activities.
- Analyze system, electrical, and electronic components, including RF systems and ground antenna subsystems, and ensure compatibility within the system architecture.
- Assess system requirements to determine performance, capacity, and cost considerations for development, integration, and system enhancement.
- Recommend and specify system modifications and component designs to meet performance requirements, project objectives, and mission needs.
- Conduct system evaluations to propose design improvements or adjustments for optimal performance and reliability.
- Develop and validate testing and integration procedures for system components, ensuring compliance with safety standards, regulations, and best practices.
Qualifications: - Bachelor's Degree in Electrical Engineering, Mechanical Engineering, or adjacent fields and minimum 12 years of prior relevant experience. Graduate Degree and a minimum of 10 years of prior related experience. In lieu of a degree, 16 years of experience is required.
- Experience in leading multi-disciplined technical teams.
- Expertise in Electrical, RF, or Mechanical engineering.
- Experience with customer interface and creating presentations.
- Active Secret security clearance.
Preferred Additional Skills: - In-depth experience in satellite communications systems, Satellite Control Network (SCN), and Telemetry, Tracking, and Command (TT&C) preferred.
- Excellent interpersonal and communication skills, with the ability to effectively interface with cross-functional teams and act as the primary customer liaison.
- Proven ability to collaborate across all levels of leadership, driving alignment on technical and programmatic goals.
- Experience with project management, including cost account management, earned value management systems (EVMS), cost estimation, and schedule management.
- Strong technical background in RF and microwave engineering, with the ability to write and execute testing procedures for Receive and Transmit loopbacks, Low Noise Amplifiers (LNAs), Pre-Amplifiers, High Power Amplifiers (HPAs), Frequency Converters, and Frequency Synthesizers.
- Hands-on experience in RF/Microwave device testing and evaluation, including S-parameter measurements, large signal characterization, and modulated signal measurements.
- Capability to perform detailed cascade/link budget analysis for critical RF parameters such as Gain, Noise Figure, Noise Power, Third Order Intercept Point (IP3), output power, and Effective Isotropic Radiated Power (EIRP).
- Knowledge of telemetry, tracking, and command (TT&C) systems for satellite communication, including experience in designing, developing, and integrating systems that facilitate satellite control and data transmission.
- Familiarity with ground station subsystems, including antenna systems, modulators/demodulators, and related RF hardware essential for satellite TT&C operations.
- Experience in troubleshooting and resolving complex RF system issues, including the ability to conduct root cause analysis and implement corrective actions.
- Ability to lead technical teams in developing innovative solutions, integrating new technologies, and improving existing systems for enhanced satellite communication and control.
- Understanding of regulatory requirements and compliance standards related to satellite communication systems, ensuring systems meet all applicable safety and operational standards.
In compliance with pay transparency requirements, the salary range for this role is $128,000 - $238,000. This is not a guarantee of compensation or salary, as final offer amount may vary based on factors including but not limited to experience and geographic location.
