Summary Objective
The purpose of this position is to manage key OMB functions identified by OMB Management as critical to the department’s mission. Develop operational strategies and priorities to align Metro’s financial resources with its strategic plan. Manage preparation of the annual financial statements, compilation of the annual financial report, and coordinates the annual audit.
This class works independently, under limited supervision, reporting major activities through periodic meetings.
ESSENTIAL FUNCTIONS
The essential functions listed below are those that represent the majority of the time spent working in this class. Management may assign additional functions related to the type of work of the class as necessary.
- Supervises, directs, and evaluates assigned staff, processing employee concerns and problems, directing work, counseling, disciplining, and completing employee performance appraisals.
- Coordinates, assigns and reviews work and establishes work schedules; maintains standards; monitors status of work in progress; inspects completed work assignments; answers questions; gives advice and direction as needed.
- Represents the department to other agencies, contractors and vendors.
- Evaluates programs, policies and procedures for effectiveness and recommends modifications and improvements.
- Plans, develops, implements, and evaluates continuous improvement procedures and reviews within department and throughout Metro.
- Supervises and coordinates various research projects relating to OMB and Metro’s strategic plan.
- Functional areas may include financial reporting, financial systems, risk management, grants, and cash operations.
- Additional functional areas may include budget, contracts, accounts payable or receivable, procurement, departmental relationship management.
- Provides technical assistance to staff on subject specific matters.
GENERAL ACCOUNTING
- Coordinates Component Unit activities including compilation in financials.
- Manages the financial audit process and works with auditors to resolve issues in reports and respond to audit findings.
- Functional areas include financial reporting, accounting for debt service funds and payment of debt, reconciliation of accounting activity as well as accounting for loan activity and fixed assets.
- Performs related work as assigned.
MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS
- Bachelor’s Degree in Accounting, Economics, Finance, Risk Management, Business or Public Administration or related discipline.
- Three (3) years of finance-related or management-related experience or a subject specific skill set that is needed to fulfill OMB’s departmental mission or an equivalent combination of education, training and experience.

PHYSICAL DEMANDS
Physical demands refer to the requirements for physical exertion and coordination of limb and body movement.
- Performs sedentary work that involves walking or standing some of the time and involves exerting up to 10 pounds of force on a regular and recurring basis or sustained keyboard operations.
