Job Description: Business Systems Consultant Manager IV (Health Insurance Exchange Transition Consultant)
Position Overview: The Office of Information Services (OIS) is seeking an experienced Business Systems Consultant Manager IV to provide technical expertise and guidance during the transition of the Oregon Health Insurance Marketplace from a federal platform to a state-based marketplace. This role requires a deep understanding of health insurance marketplace platform capabilities, compliance with CMS and IRS security requirements, and the ability to review and enhance Request for Proposal (RFP) requirements.
Key Responsibilities:
- Platform Assessment: Evaluate existing state-based marketplace policies, identifying technical capabilities, limitations, and areas for improvement.
- Understand integration nuances with the CMS Federal Data Services Hub (FDSH) and manage transition tasks and timelines.
- CMS Security Compliance: Ensure adherence to CMS security requirements, focusing on data protection, access controls, and privacy standards during the transition.
- RFP Review: Analyze RFP documents related to the transition project, identifying gaps and inconsistencies.
- Provide recommendations to align RFP requirements with best practices.
- Service Level Agreements (SLAs): Assess and suggest enhancements to SLAs, ensuring clarity, measurability, and alignment with state and CMS expectations.
- Technical Recommendations: Offer technical guidance to optimize the chosen state-based marketplace platform for efficiency, scalability, and user-friendliness.
- Stakeholder Collaboration: Collaborate with state agencies, vendors, and CMS to facilitate a smooth transition process and effectively address concerns and challenges.
- Documentation: Create comprehensive technical reports and documentation outlining the transition plan, security measures, RFP revisions, and SLA recommendations.
Required Skills and Experience:
- Education: Bachelor’s degree in a relevant field (e.g., Computer Science, Healthcare IT, or related).
- Experience: Minimum of 3 years in health insurance marketplace platforms, with exposure to state-based marketplace go-live activities.
- In-depth knowledge of CMS and IRS security requirements and compliance standards.
- Proven experience in reviewing and revising RFPs and SLAs for complex technical projects.
- Skills: Strong analytical and problem-solving abilities for data-driven recommendations.
- Excellent communication and interpersonal skills for engaging diverse stakeholders.
- Project management skills to ensure timely delivery of transition milestones.
- Policy and standards analysis and implementation experience (7-9 years).
- Consolidation planning and management experience (10+ years).
Work Environment:
- The position may allow for telecommuting as agreed upon, with expectations for availability during normal working hours.
- The key person must provide their own computer, monitor(s), Internet connection, and phone. Access to agency systems will be provided via VPN.
Work Schedule:
- Typically Monday - Friday, with part-time hours between 8 AM - 5 PM Pacific Standard Time.
