Job Title: Human Resource Consultant 3 (HRC3) Non-Permanent - Spokane
Location: Spokane County - Spokane, WA (Hybrid, in-office 1-2 days per week and/or as needed)*non-perm thru at least 6/30/25, potential for 12 month extension.

Salary: $5,501.00 - $7,400.00 Monthly.

The Opportunity:
This position contributes to the agency’s mission to protect children and strengthen families by providing senior-level Human Resources (HR) consultation and advice within an assigned region(s) or functional areas. This position has the primary responsibility to consult with and provide professional-level assistance to managers, supervisors, and employees regarding human resource issues. This position is a hybrid work environment, primarily teleworking, with the expectation to report to the office 1-2 days per week or as otherwise required for meetings and trainings. This position may become a permanent opportunity in the future.
Some of what you will get to do:
- Provide confidential, legally defensible, and sound senior-level consultation, advice, guidance, and support to appointing authorities, managers, supervisors, and employees.
- Participates in grievance hearings and provides guidance and advice to management throughout the grievance process.
- Review, analyze, and advise appointing authorities, managers, and supervisors on employee conduct and performance issues.
- Participates in performance meetings with appointing authority as appropriate, providing consultation and recommendations.
- Composes various types of HR-related correspondence.
- Review responses to external civil rights agencies and settlement agreements while providing professional advice and suggestions.
- Performs various HR-related research activities and compiles/analyzes various reports and statistical data. Tracks various personnel actions and activities.
- Consults with AAGs, union representatives, outside attorneys, and employees on a variety of complex and sensitive human resource issues and advises management accordingly.
Required Qualifications:
Six (6) years of professional human resources experience.
OR
Bachelor’s degree with a focus on business or public administration, human resources, or related field from an accredited college or university AND two (2) years of professional human resource experience.
Desired Qualifications:
- Working knowledge of HR-related WACs, RCWs, Federal laws, agency policies and procedures, and CBAs.
- Six months or more experience using NeoGov and HRMS.
- SHRM-CP/SCP, S/PHR, or other professional HR certification.
- Lead/supervisory experience.
