POSITION SUMMARY
The Deputy Finance Director is responsible for supporting the financial management of the city by assisting in the planning, directing, and coordinating of financial activities. This includes overseeing financial collections, accounts payable, payroll, purchasing, accounting and reporting, debt service, investments and financial reports. They may also supervise and train finance staff, implement financial policies, and contribute to long-term financial planning. The work is performed under the direction of the Assistant City Administrator/Finance Director.
Job Responsibilities (Include, but not limited to)
- Acts as Finance Director in the absence of the Assistant City Administrator/Finance Director.
- Works with departments and Finance Department employees to oversee all accounts payable invoices processing and purchase order processing. Provides training to City management staff on the City’s enterprise financial management system including accounts payable, purchase orders, and encumbrances.
- Plans and organizes workloads and staff assignments. Provides training, motivation and evaluation of assigned staff.
- Oversees and manages preparation of the City budget. Reviews revenues and expenditures for proper classification and coding. Oversees revenue projections during the annual budget. Works collaboratively with departments and management to ensure smooth, fair process for all participants.
- Monitors the city’s general ledger to ensure all assets, liabilities, fund equity accounts, revenues and expenditures are recorded and reported properly.
- Oversees the annual financial audit process and works with auditors in preparing required audits schedules for successful completion. Facilitates final preparation of the Annual Comprehensive Financial Report (ACFR) and Popular Annual Financial Report (PAFR) including transmittal letter, MD&A, and statistical section of the ACFR. Submits ACFR to EMMA prior to established deadlines. Also submits ACFR, PAFR and budget to the Government Finance Officers Association (GFOA) for their respective award programs.
- Assists the director with managing department and enterprise financial and accounting system. Assists with training of City personnel in various departments in system use.
- Provides technical expertise, assistance and financial analysis during the City’s annual five-year Capital Improvements Plan (CIP).
- Works with consultants and attorneys with size, timing, closing and management of general obligation and other bonds or debt service instruments.
- Supervises general journal entries to the city’s financial management system for budgeted transfers and error corrections or reclassifications as determined appropriate by the Finance Department and/or other departmental requests.
- Assists with developing and updating various financial policies and procedures for the Finance Department and the City.
- Works with director and third party consultant regarding cash flow, investments and financial management.
- Assists director with planning, scheduling and monitoring bond issues; manages bond proceeds within prescribed laws and regulations.
- All other duties as assigned.
Minimum Qualifications
- Bachelor’s Degree from an accredited college or university with major course work in accounting, finance, public administration or a closely related field.
- Five years of experience in fund accounting, including supervisory experience or any combination of education and experience that provides equivalent knowledge, skills, and abilities.
- Knowledge of governmental accounting standards (GASB), budgeting, and financial reporting.
Preferred
Public sector finance experience preferred.
Pay & Benefits
$68,681 - $113,167 annually, depending on qualifications. Grandview has an excellent benefits package including a 100% City funded L6 LAGERS pension plan, Aetna Health plan, Dental and Vision plans.
