A baccalaureate degree plus five years of experience in information technology or professional administrative services.
SUBSTITUTIONS:
1. An associate's degree in information technology or accounting will substitute for the baccalaureate degree.
2. Two years of experience or training in information technology will substitute for the baccalaureate degree.
Candidates without a baccalaureate degree may combine experience or training in information technology and college credit to substitute for the required baccalaureate degree as follows:
30 to 59 semester hours credit will substitute for six months of experience or training in information technology towards the baccalaureate degree.
60 to 89 semester hours credit will substitute for one year of experience or training in information technology towards the baccalaureate degree.
90 or more semester hours credit will substitute for one year and six months of experience or training in information technology towards the baccalaureate degree.
A maximum of 90 semester hours may be combined with experience or training in information technology to substitute for the baccalaureate degree.
3. Six years of full-time work experience in any field may be substituted for the required baccalaureate degree.

JOB DISTINCTIONS:
Differs from OTS Statewide Operations Senior Analyst 1 by the presence of program management responsibility for an assigned statewide information technology operations function.
Differs from IT Statewide Managers by the absence of managerial authority for a defined organizational unit of the Office of Technology Services with responsibility for a statewide technology service or technology platform.
The Office of Technology Services aims to be a responsible partner in delivering innovative, effective, and reliable solutions that support and enhance the IT functions within Executive Branch Departments. The Office of Technology Services will work to increase the return on the State's investment in technology by promoting smart decision-making, solving problems intelligently, increasing the rate of project success, and fostering a skilled and professional staff.
The main functions include IT budget preparation, IT budget control/recommendations, IT revenue projections IT expenditure projections and financial reporting. Plans, assures implementation, reviews and evaluates results, and reports results to the FDM IT Director 1.
Job Duties
60% Analyze and evaluate budget proposals, financial reports, and expenditure trends to provide accurate and comprehensive financial recommendations to senior management. Assist in the development, implementation, and monitoring OTS budget request, ensuring compliance with financial regulations and policies. Prepares budget adjustment entries for LaGov. Collaborate with customer agency financial department heads and IT program managers to assess financial needs, review funding requests, and develop IT budgets. Prepares the OTS customer agency statewide adjustments for submission to State Budget Office. Monitor expenditure patterns, revenue streams, and budgetary constraints to identify potential budget shortfalls or surplus and recommend appropriate actions. Responsible for tracking, monitoring and reporting of GASB 87 and 96 reporting required for state financial reporting to Office of Statewide Reporting and Accounting Policy. This incumbent will also be responsible for IT financed procurement purchases.
20% Provide guidance and support in budget planning, forecasting, and resource allocation to ensure effective utilization of funds and alignment with IT strategic objectives. Reviews recommendations for changes to budgetary requirements and methods of cost recovery to support OTS operational needs; recommends approval to management. Conduct cost-benefit analyses, financial modeling, and feasibility studies to support decision-making processes and evaluate program effectiveness. Prepare financial reports, budget presentations, and dashboards to communicate state IT budgetary information, financial performance, and key metrics to stakeholders. Provide oversight in the preparation of complex financial reports in the areas of budget development and revenue forecasting. Engage with state budget office, state legislative staff, and DOA staff as it relates to the IT state budget.
15% The incumbent must be competent in multi-tasking in order to accommodate ever changing law and governing rules and regulations at both State and Federal level and to successfully manage budget preparation and control. Interacts and confers with the Office of Statewide Reporting and Accounting Policy, the State Budget Office, the State Treasurer’s Office, the Legislative Fiscal Office, and the Legislative Auditor’s Office, Federal auditors and program personnel, agency administrators and other interested parties, as required, to exchange pertinent information, discuss daily financial operation and to resolve problems related to financial and budgetary control. Provides input regarding the impact of new legislation, rules, regulations and policies as it relates to complex information technology systems having statewide implications. Conduct thorough financial budget reviews and variance analysis to identify areas of improvement, cost-saving opportunities, and potential risks with OTS customer agencies.
