Position Purpose and Objectives:
The Settlements Analyst responsibilities include accounting for transmission and wholesale energy purchases and sales made bilaterally and within an energy market, overseeing the invoice and payment function for these transactions, account reconciliations and statement analysis associated with these activities, analysis of market performance on a daily basis, and reporting these transactions to regulatory agencies.
Under general supervision of the SVP and Chief Energy Resource Officer, manages Power Bilateral, Energy Imbalance Market (EIM), and Regional Transmission Organization (RTO) settlements, including confirmation, calculation, billing, invoicing, reconciliation of charges and payments, timely and accurate production of energy bills, invoice processing, SPP and bi-lateral settlements, reconciliation, meter data validation, reporting, audit support, and utilizing EIM and RTO Market software and meter data functionality.
Essential Functions and Responsibilities:
- Responsible for timely and accurate completion of work that includes invoicing reporting, and audits.
- Performs daily, weekly, and monthly checkout of transactions related to power bi-lateral, natural gas, transmission, balancing authority and/or energy markets.
- Prepares weekly settlements to accurately reflect for accounts receivable, accounts payable and general ledger entries.
- Responsible for month end estimates and eventual actuals as SPP settles the previous month.
- Collects, analyzes, and validates meter reading data used in power billing and other related activities. Notifies any meter-data provider of data that appears to be inaccurate and coordinate with the provider to correct erroneous data.
- Assists in identifying, troubleshooting, and resolving data quality issues.
- Works with Metering Department to resolve issues with meter data.
- Performs regulatory reporting as required.
- Develops automated embedded tests to identify settlement issues early in the process.
- Understands contract details for existing and future power supply agreements.
- Provides research and analysis related to the feasibility and cost/benefit of different contracts and strategies in support of Pricing and Marketing issues.
- Audits internal controls around publicly published data, such as LMPs, DZSFs and tariff-based prices, ensuring internal processes and systems are working as expected.
- Maintains standardized counter party checkout documentation files with the information to satisfy audit requirements.
- Ensures compliance with terms and conditions of contracts and tariffs in accounting and billing.
- Takes ownership of data and can identify, draft, and implement validation methodology to ensure that data is accurate on a global basis.
- Files and tracks billing disputes with customers and market portals.
- Acts as point person for day-to-day activity in energy markets by interacting with other departments and monitoring new standards and procedures.
- Responds to inquiries from both internal and external auditors during their audit engagements.
- Reviews utility tariffs and document specific rule relating to adjustments of metered load prior to settlement including but not limited to load profiles, loss factors and unaccounted for energy.
- Performs other energy accounting reconciliation and reporting as assigned.
- Creates, expands, and maintains professional and productive working relationships with peers and stakeholders. Works collaboratively with colleagues and fosters a spirit of cooperation and inclusion in the workplace.
- Performs other such duties as may be requested or assigned to fulfill the needs of United Power in the interest of good management practice.
Problem Solving:
Works on assignments that are complex, where judgment and analysis are required to resolve problems and make recommendations.
Discretion/Latitude:
Works independently and as a member of the Power Supply and Rates team, based on general and specific direction, finance deadlines, project task assignments, and department’s priorities. Day to day work is self-initiated and self-directed based on priorities established by the Senior Vice President and Chief Energy Resource Officer.
Impact:
The timely and accurate settlement of physical and financial energy trading activity is essential. Errors in judgment or failure to achieve results would normally require a significant amount of time and effort to fix.
This position significantly responsible for that, and United Power’s ability to deliver services to our members.
This role is critical to the goal of delivering a reliable and high-performance infrastructure.
Liaison:
Majority of the time will be spent interacting with internal contacts, on specific tasks may work with external contacts. Works with all departments and various external vendors.
Working Conditions:
This job is performed inside an office building at normal temperature ranges one hundred percent (100%) of the time. Noise level is fifty to sixty (50-60) decibels (normal conversation) for a couple of hours per day. Work is subject to regular hours, with the exception of tight deadlines where irregular hours may be required.
Education, Training and Experience:
Equivalent to graduation from a four-year college or university with major coursework in Math, Accounting, Finance, Economics, Engineering or a closely related field. Equivalency may be demonstrated through a combination of training and progressively responsible experience that resulted in the required specialized knowledge and abilities to perform the assigned work in lieu of a degree.
AND three (3) years of relevant work experience that is consistent with the job classifications and progression. Demonstrated experience with energy settlements preferred.

- Ability to maintain confidentiality for all matters regarding highly sensitive corporate and outside party information gathered and used in the normal performance of the settlements function.

- Ability to communicate the status of specific projects, programs, or on-going work.
- Ability to interact with departments throughout the organization on billing and accounting issues and reporting related to market transactions.
- Ability to identify and communicate barriers to timely and successful completion of work assigned and suggests possible solutions.
- Ability to collect, analyze and interpret market data to create reports.
- Ability and skill in monetizing and tracking of transactions, evaluating billing terms included in potential contracts and serving as the subject-matter expert for all settlements functions within the energy market.
Essential Physical & Mental Requirements:
- Majority of time requires sitting, bending at neck, waist, legs, and arms; twisting body; and changing positions at will. Occasional driving, standing, walking, stooping, bending, kneeling, reaching and stooping.
- Requires repetitive motions with hands and fingers such as keyboarding, use of telephones, cell phones, etc.
- Requires close vision, distance vision, color vision, peripheral vision, depth perception and the ability to focus.
- Noise level in work environment is moderate. Work requires close attention to detail and accuracy and is varied in nature with regular interruptions. Work is subject to irregular hours.
Typical hiring range: $84,500 - $91,300 annually, with a grade maximum of $98,100 annually
