SPECIFIC JOB DESCRIPTION:
Analytic Services, Inc. (ANSER) is seeking a Strategic Chemical, Biological, Radiological, and Nuclear (CBRN) Analyst to provide Advisory and Assistance Services (A&AS) to the Defense Threat Reduction Agency’s (DTRA) Building Partner Capacity (OB-BP) Department. This position directly supports the Countering Weapons of Mass Destruction (CWMD) Security Cooperation Engagement Program (CSCEP), which is the DoD’s lead program for developing CBRN preparedness capabilities through activities that train and equip partner nation first responders to prevent, protect against, mitigate, respond to, and recover from CBRN incidents. The CBRN SME provides support and practical experience in engagement plan development and execution, coordination, planning, and execution of international engagements, observing classroom instruction, and development of tailored engagement plans. The CBRN SME must possess knowledge in one or more of the following: CWMD Operations, CBRN Defense/Hazardous Material Technician, or Explosive Ordnance Disposal Operations. Additional desired skill sets include Incident Command System/National Incident Management System, Emergency Operations Center Operations, Confined Space Rescue Technician, CBRN Analytical Laboratory Operations, CBRN Consequence Management (CM), and Medical CBRN curriculum. This position is located at Fort Belvoir, VA and requires a Secret (S) clearance. This position requires work to be performed onsite with limited telework options.
Primary duties will include (but are not limited to):
- Support organizing, planning, and executing DoD, Interagency and Partner Nation (PN) Security Cooperation events as required by the COR or his/her designee.
- Observe and assess event execution, to include documentation pre/post and during event execution.
- Assess PN response capability and absorptive capacity for CWMD Security Assistance.
- Participate in Assessment, Monitoring, and Evaluation activities as requested.
- Review and make recommendations for the revision of existing and new instructional material for technical applicability and accuracy.
- Support the design and development of equipment set configurations.
- Assist in execution of engagements.
- Support and deliver internal OB training as needed, including OB-BP Action Officer training.
- Participate in the vetting process to validate and verify the expertise of proposed instructors and facilitators.
- Submit meeting minutes as requested.
- Travel CONUS AND OCONUS to support the above tasks as needed (25%).
REQUIRED EDUCATION / EXPERIENCE:
- Bachelor of Science degree.
- Minimum of ten (10) years of practical experience and discipline applicable to CWMD/CBRN Defense and experience as a professional on a multi- disciplinary team.
- Experience with organization, planning, and execution of international engagements, and overseeing classroom instruction, and development of tailored engagement plans.
- Experience in the development and/or enhancement of CBRN Defense, Countering WMD, CBRN Consequence Management (CM), Defense Support of Civil Authorities (DSCA), or Medical CBRN Defense curriculum.
REQUIRED KNOWLEDGE AND SKILLS:
- Must be capable of achieving a comprehensive understanding of Agency (including subordinate organizations) equities and mandates, and be prepared to advocate for those interests in strategic coordination with the interagency, DoD, and PNs.
- Must be able to work independently, using good judgment and discretion on assigned tasks and accept direction on given assignments.
- Must possess excellent verbal/written communication skills and turn in timely high-quality products to the government.
- Must be able to understand, review and submit reports, and work effectively with a broad range of people with a wide variety of skills and experience.
- Ability to communicate effectively at all levels within the DOD and with other federal agencies.
- Must have a valid U.S. Passport.
- Must be able to occasionally lift equipment, material, and supplies weighing up to forty pounds.
- Must be functional with Word (intermediate), Excel (intermediate), PowerPoint (intermediate), Outlook e-mail, Adobe Acrobat Pro, and SharePoint.
