Office of Operations - Fiscal Operations – Division of Appropriation Control
Job Focus Areas
The Division of Appropriation Control, Office of Operations, is responsible for the fiscal management of the Department of Education and the FEMA Disaster Recovery unit of the Recovery School District. The Department has an annual budget of approximately $8 billion, of which over $40 million is appropriated for goods and services. Because the Department of Education is the recipient of over 115 separate grants expended through the State General fund, Interagency Transfer, Statutory Dedications, Capital Outlay, Federal Funds, and Auxiliary, both the revenue and the cash management functions are very complex and highly detailed. These functions are performed within a large and complex budget structure.
Duties and responsibilities include, but are not limited to the following:
- Primarily responsible for preparation of financial transaction documents while ensuring that federal and state regulations and GAAP are strictly followed.
- Accurately prepares internal ledgers and records; prepares the reconciliation of reports generated by LAGov and develops Ad Hoc reports.
- Responds to inquiries from local educational agencies, vendors, and other state agencies.
- Post financial transactions to the LDOE accounting system.
- Reconciles expenditures or revenue and prepares journal entries to correct errors detected in the assigned programs.
Candidates with the following skills and experience are encouraged to apply:

MINIMUM QUALIFICATIONS:
Three years of experience in bookkeeping, accounting, payroll, or numerical computation.
College training will substitute for the required experience on the basis of thirty semester hours for one year of experience.
An Associate Degree in Accounting, Accounting Technology, or Business from an accredited college or university will substitute for two years of the required experience.
Training in a vocational-technical school or military school in Accounting, Accounting Technology, or Business will substitute for up to one year of required experience on the basis of one month of training for one month of experience.

Job Distinctions:
Differs from Accounting Specialist 2 by responsibility for preparation of basic-level financial reports.
Differs from professional accountants by assisting accounting professionals in the performance of various tasks within the accounting process. Extracts information and prepares portions of reports and/or schedules for higher-level accounting professionals in a budget unit.
Extracts and manipulates information and prepares weekly or biweekly financial reports and schedules for state and federal reports to be used by higher level accounting professionals.
Responsible for posting and journalizing ledgers and preparing financial accounts reports such as those for complex grants in a large central fiscal office.
Reconciles biweekly or monthly bank statements/accounts.
Prepares biweekly financial projections.
