Position Location: This is a full-time position located in Augusta. This opportunity allows partial telework with management approval.
WIC is a supplemental nutrition program that supports Women, Infants and Children participants with nutrition, education and breastfeeding support. You will serve as the Women, Infants and Children (WIC) Senior Staff Accountant. The Senior Staff Accountant manages WIC Federal Grants, which support WIC Operations.
Core Responsibilities
As a key member of the WIC team, your core responsibilities will include:
- Program management of the WIC federal grants, including monitoring contract spend, subrecipient monitoring, reporting and evaluation.
- Development of the WIC budget.
- Assist in contract development and procurement activities.
- Monitor participant benefit bank account and fund as necessary via draw/wire based upon applicable regulations.
- Prepare monthly infant formula rebate invoice.
- Manage WIC Program internal accounting operations in accordance with Federal and State regulations to ensure proper functioning, accountability, accuracy and complete disclosure of the Program's financial status to the concerned parties.
- Act as technical resource to provide state and local agency staff in the areas of cost sharing, cost analysis, financial analysis and financial statement preparation.
- Work closely with WIC program staff and DHHS Financial Service Center staff, to ensure the monthly, quarterly and annual financial statements are compliant with Federal Regulations.
- Other duties as assigned.
MINIMUM QUALIFICATIONS: (Entry level knowledges, skills, and/or abilities may be acquired through, BUT ARE NOT LIMITED TO the following coursework/training and/or experience).
Certification as a CPA, CIA, or CGFM -OR- A Masters Degree from an accredited educational institution in Business Administration -OR- a Bachelors Degree from an accredited educational institution in Accounting (or any Bachelors Degree from an accredited educational institution which includes 18 semester hours of Accounting coursework) and 2 years of professional accounting experience -OR- an Associates Degree from an accredited educational institution in Accounting and 5 years of practical, progressively responsible accounting experience (3 years of which must be at the professional level) -OR- 8 years of practical, progressively responsible accounting experience (4 years of which must be at the professional level). Accounting coursework must include successful completion of Principles of Accounting I & II, Intermediate Accounting I & II, plus two other accounting-related courses. Experience must demonstrate comprehension and application of Generally Accepted Accounting Principles (GAAP) and Governmental Accounting Standards Board (GASB) guidelines and must demonstrate the ability to (1) analyze and reconcile financial data and records for the purpose of business financial planning; (2) design, recommend, and implement modifications of accounting methods, procedures, forms, and records; (3) prepare financial statements and reports such as balance sheets and other operating statements; (4) analyze and interpret laws, regulations, codes and ordinances to ensure appropriateness of financial transactions and accounting structure; and (5) analyze complex accounts and accounting relationships that result in complex accounting entries.
Preferred candidates will also have:
- Excellent oral and written communication skills.
- The ability to establish and maintain effective working relationships with a diverse group of internal and external partners.
- Computer skills, including knowledge of excel.
- The ability to guide strategic discussions and help groups to reach decisions that will further the mission of the WIC Program.
- Experience directly related to Federal Grants Management.
