The University Budget Office operates within the division of Finance and Administration and fulfills three primary roles for the institution including:
- Leading the development of the university’s $550 million annual budget
- Performing financial analysis and forecasting for various campus and external stakeholders
- Providing financial and operational guidance and support for departmental administrative groups
The Senior Budget Analyst reports to the University Budget Director and provides support to the Budget Office and campus by:
- Serving as the Budget Advisor and lead Fiscal Contact for the Student Fee Committee, an elected student board that oversees two mandatory fees and a roughly $20M budget. This includes meeting with students for 7-10 hours per week;
- Becoming a subject matter expert in terms of budgeting systems and processes;
- Reviewing and approving budgetary actions such as quarterly reports, budget submissions, position management and budget adjustments;
- Providing data analysis and modeling support in response to information requests, budget development processes, and forecasting needs;
- Collaborating with IT and Data groups on campus to develop, implement and maintain technological solutions that enhance business processes.
This position is required to be physically on campus 3-5 days per work week. Remote work may be available based upon business need. A copy of a Remote Agreement shall be retained in the employee’s electronic personnel file with Human Resources.
Minimum Qualifications
- Bachelor’s degree in Accounting, Finance, Data Science or related field, plus four years’ experience related to budget development, analysis, and execution (such as analyzing financial information, forecasting program needs, monitoring expenditures, data analytics).

- Bachelor’s degree, plus six years’ experience related to budget development, analysis and execution (such as analyzing financial information, forecasting program needs, monitoring expenditures, data analytics).
- Knowledge of principles, practices, methods, and techniques of budget development, policy and financial analysis.
- Advanced capabilities with standard business software, particularly as related to financial analysis, data management and reporting.
- Ability to analyze financial, budgetary, and operational and organization problems, evaluate alternatives and reach sound, logical, fact-based conclusions. Experience with data collection, interpretation and synthesis.
- Ability to apply relevant laws, regulations, procedures and policies.
Preferred Qualifications
- Experience working with and advising diverse students in university or college environments.
- Experience interacting and building relationships with student affairs units in a university setting such as student government, student groups, or student resource areas.
- Master’s degree in related field.
- Experience with PSU systems, including Banner, Cognos and TM1.
- Understanding of, and sensitivity to the culture and diversity of an urban university.
- Strong IT fundamentals and proven track record of synthesizing and solving problems using IT platforms and tools.
Work Days/Hours
Monday to Friday, 40 hours per week.
Total Compensation Range & Benefits Statement
Salary is dependent on several factors, and new employees will typically start around the Q1 level to allow for later growth within the salary band. PSU has a structured process for determining starting compensation, taking into account years of related experience, applicable skills, knowledge and abilities, market parity, and internal equity.
The starting annual salary for this position will be between $72,732 and $87,216 but may be negotiated above this range, dependent upon the factors above, the budget of the hiring department, and approval from HR.
