The City of Lynnwood is seeking a Finance Supervisor--Utility Billing to join the Finance team!
The Finance Supervisor supervises, plans, organizes, guides, and assists with the various functions of the City's Finance Department. The current recruitment is specifically for a Finance Supervisor for the Utility Billing team. This position will supervise and provide technical expertise, advice, and guidance to three Senior Finance Specialists and one Meter Technician who provide excellent service to the City of Lynnwood’s diverse customers. The Finance Supervisor will be expected to interpret the City of Lynnwood Municipal Code, the Revised Code of the State of Washington and City policies to oversee and improve Utility Billing functions and recommend improvements for efficiencies. Experience in public utility finance is preferred and applicants who speak multiple languages are encouraged to apply.

- Delegate, assist with, train, select, prioritize, and review staff work to assure timely and accurate completion of finance, budget, and accounting responsibilities in cooperation with the Departmental Management and other Finance Supervisors.
- Develop and maintain general ledger, subsidiary accounts, and chart of accounts in accordance with Generally Accepted Accounting Principles (GAAP) and the Washington State Auditor’s Budgeting, Accounting, and Reporting System (BARS) manual.
- Assist in preparation of the City’s ACFR, annual financial statements, notes, schedules, other supplementary information and the annual Schedule of Expenditures of Federal, State and Local Financial Assistance (SEFA) in accordance with GAAP.
- Reconcile various funds and prepare periodic reports, journal entries, schedules, and trial balances.
- Audit transactions, reports, and reconcile subsidiary reports to monthly financial statements. Make correcting entries as necessary.
- Communicate with other departments and outside agencies as needed to resolve problems, provide, and seek information, explain policies or procedures, and discuss anomalies.
- Provide input and make recommendations on adequate internal controls and protection from financial exposure and/or audit issues.
- Organize financial operations; ensuring all work performed complies with established procedures, requirements, laws, and regulations.
- Ensure accuracy of data entered into the City’s financial system. Investigate and resolve inaccuracies and ensure that all transfers, adjustments, grant monies, updates, etc., are properly reflected.
- Develop and maintain financial processes, ensuring compliance with local, state, federal and/or grant requirements.
- Develop, prepare, and produce budget reports as needed.
- Backup and assist Departmental Manager(s) as needed.
- Perform other duties as assigned.
- Maintain regular attendance.
Bachelor's degree in Accounting or Finance preferred plus five (5) years’ experiences in municipal accounting or finance or an equivalent combination of related education and experience. Previous experience in preparing/reviewing municipal ACFRs is highly desirable. Possession of professional certification such as CPA, CMA, etc. preferred. Skill in planning and supervision of staff obtained through education and or experience is strongly preferred.
Job Location and Equipment Utilized:
Work is performed in an office environment. Equipment utilized includes standard office equipment and personal computer with associated software and peripherals.
Required Knowledge, Skills and Abilities:
- Knowledge of modern principles and practices of public finance administration with reference to budget, accounting, fiscal administration, and financial reporting.
- Knowledge of and ability to correctly apply Generally Accepted Accounting Principles (GAAP) and Government Accounting and Financial Reporting (GASB) standards.
- Knowledge of Washington State Budget and Accounting Reporting System (BARS) for municipalities.
- Knowledge of accounting for capital construction projects strongly preferred.
- Knowledge of supervisory principles and practices.
- Strong analytical and data analysis skills.
- Ability to make independent judgments regarding the proper treatment of financial information.
- Ability to communicate effectively both orally and in writing.
- Ability to work effectively with the public, other departments and with State Auditor's office.
- Ability to plan, assign and direct the work of administrative, professional, and technical subordinances in a manner conducive to effective work performance and positive morale and in accordance with policies and collective bargaining agreements.
- Ability to maintain confidential information and display a high level of integrity.
- Ability to set priorities, work independently, make decisions, and follow through on situations requiring evaluation and judgment.
