A wide salary range is posted for this position and any job offer is based upon a salary analysis to comply with the Colorado Equal Pay for Equal Work Act. The salary analysis considers relevant experience, education, certifications, and state seniority as compared to others doing substantially similar work. While most salary offers are made within the posted range, occasionally an offer is made below or above the posted range based upon this salary analysis.
Position Summary:
Are you interested in playing an integral role in using data to evaluate and highlight the recovery of Colorado students and schools from the COVID-19 pandemic? Join a passionate and collaborative team of professionals in the Federal Programs and Supports unit at CDE. The successful candidate for this role will be capable of working independently and in small teams, is self-directed in their learning and work, and will leverage research and statistical expertise to evaluate COVID relief programs, including the outcomes and impact of these programs. This is a term limited position ending on June 30, 2025.
This position is responsible for program evaluation and federal reporting for programs under the Elementary and Secondary School Emergency Relief (ESSER) Funds, including grantees' use of these federal stimulus funds, implementation of activities funded with ESSER funds, and evaluation of the reach, outcomes, and impacts of programs created with these funds, including providing technical assistance, training, guidance, and support to Local Education Agencies on meeting federal reporting requirements.
Major Duties and Responsibilities:
- ESSER Reporting
Develop a deep understanding of the 3 federal statutes creating ESSER funding, with priority given to the American Rescue Plan (ARP) Act, and the U.S. Department of Education reporting requirements in statute and the Annual Performance Report guidance, template, and other supporting documents.
Serve as the primary contact for Local Educational Agencies (LEAs) with questions related to the data elements required under the ESSER Annual Performance Report. Provide training to grantees and support LEAs with completing and submitting their reports to CDE.
Support the development and use of tools and resources for collecting data from grantees to meet federal reporting requirements, and provide training and technical assistance to grantees on completing required data collections.
Conduct data cleaning and preparation steps necessary to ensure data quality, accuracy, and completeness.
Using a coding scheme aligned with the U.S. Department of Education data categories, code qualitative data in preparation for submitting reports.
Prepare data reports to be submitted to the U.S. Department of Education. Validate analyses conducted by other data analysts.
Prepare public reporting that meets statutory requirements.
Support tracking of grantee revisions on data submitted or to be submitted to the U.S. Department of Education and/or for public reporting. Develop updates to reports as necessary.
- Evaluate LEA Administration of ESSER funded Programs and Activities.
Effectively and efficiently conduct descriptive statistics to evaluate the reach and impact of ESSER funded programs and activities. Activities include qualitative analyses to examine the use of ESSER funding. Disseminate findings through written and verbal reports and presentations.
Design and conduct program evaluations using mixed method analyses. Develop research questions and conduct statistical analyses to assess the effectiveness and return on investments of ESSER-funded programs.
Develop and disseminate reports on statewide results of evaluation activities, in a manner that highlights the grantees with effective uses of funds.
Identify common findings to inform reporting and evaluation of program reach and impact.
Develop data visualizations that demonstrate program evaluation results in a manner that is user-friendly and accessible for public use.
MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS:
Master's degree from an accredited college in data analytics, statistics, program evaluation, or related fields.
In lieu of Master’s:
Bachelor’s degree, plus 5+ years of experience in conducting education data analysis, conducting inferential statistics, program evaluation, or federal reporting.
Competency and Qualification Requirements:
- Minimum 3 years of experience in using Excel to conduct data quality checks, descriptive statistics, and data visualizations, particularly with large datasets. Examples of data visualizations from prior projects will be requested.
- A deep understanding of and experience in data quality assurance processes.
- Proficiency in Microsoft Excel (including statistical functionality), Word, PowerPoint, Access, and SPSS or other statistical software.
- Strong work ethic and attention to details and accuracy.
- Experience developing and providing trainings on complex content.
- Experience generating evaluation research questions aligned with documented program objectives and identifying appropriate data sources to answer these research questions.
- Exceptional organizational skills, including ability to balance competing priorities, and track and meet deadlines. Ability to handle multiple projects simultaneously.
- Ability to work effectively with diverse stakeholders in difficult or uncertain circumstances.
- Demonstrated ability to communicate effectively, both verbally and in writing, as well as presenting complex data results in a user-friendly, easy to understand data visualizations.
- Experience in developing and delivering professional development trainings and conferences for adult learners, using various modalities (e.g., online, small, or large groups).
- The ability to pass a background check.
Preferred:
- Knowledge of the Elementary and Secondary School Emergency Relief (ESSER) funds under the CARES Act, Coronavirus Response and Relief Supplemental Appropriations Act (CRRSA), and the American Rescue Plan (ARP) Act, with particular attention to the ESSER requirements under the ARP Act.
- Experience in conducting qualitative and quantitative analyses.
- Experience in evaluating effectiveness of programs, particularly educational programs and conducting Return on Investment Studies.
- Advanced skills in using macros and developing data visualizations in Excel.
- Experience writing SQL queries to extract data.
