Position Information: Under the direction of the Student Affairs Budget and Operations Director, the CECOP Lead Financial Analyst will provide complex fiscal, budgetary, and analytical support to the Center for Educational and Community Outreach Programs (CECOP). This position serves as the lead analyst and provides direct support to some of the programs while reviewing the work of the current CECOP administrative team that is comprised of an Analyst 2 and Admin Assistant III.
The full salary range for this position is $73,600 - $133,200 annually. However, the expected pay scale for this position is up to $80,000 annually. We base salary offers on a variety of considerations, such as education, licensure and certifications, experience, and other business and organizational needs.
Applicants must have current work authorization when accepting a UCR staff position. Currently, we are unable to sponsor or take over sponsorship of an employment Visa for staff.

Minimum Requirements Thorough knowledge of finance policies, practices and systems. Has ability to independently gather required information, organize, and perform financial analysis assignments. Ability to present information in a clear and concise manner both in writing and verbally. Proven ability to use spreadsheet and database software for complex financial analysis, fiscal management and financial reports. Proven interpersonal skills with peers throughout the organization; service orientation; critical thinking; attention to detail; ability to multi-task in a high volume environment, organizational skills. Ability to adapt to changing priorities. Ability to function as a member of a team. Experience preparing accounting and budget/finance reconciliations and analyzing transactions and data pertaining to proposal, grants and contracts administration
Preferred Qualifications Thorough knowledge and understanding of internal control practices and their impact on protecting University resources. Experience with UCR or other university financial, research and database reporting systems such as Kuali Research, Proposal/Award Management Systems, Post-Award Management, Subawards Management, Oracle Project Portfolio Management (PPM) for post award activities, such as budgeting, expenditures, and reporting on contracts and grants. Experience with laws and regulations pertaining to proposal, grants and contracts administration for Federal, State and Institutional Grants.

Department Custom Scope Under the general direction of the Director of Budget and Operations for Student Affairs, the analyst is responsible for taking a lead role in providing support to the Center for Educational and Community Outreach Programs (CECOP) with complex fiscal, budgetary, and analytical functions for multiple externally funded grants and contracts and university departments. The analyst performs moderate to complex budgetary/financial analysis and reporting such as multi-year planning and invoicing. In addition, the analyst advises on cost containment measures, reviews reconciliations and develops/prepares reports on overall resource management. This will include but not be limited to conducting the necessary research, monitoring trend and deficit analysis, tracking, generating monthly (including ad-hoc) executive level summaries, and reporting to various constituents (e.g., UCOP, directors, and department head) regarding multiple core and non-core funding streams. The analyst is also responsible for managing and reviewing annual costing reports which will include funding for range adjustments and merits & promotions. The analyst will maintain appropriate internal controls for fiscal and budgetary transactions to include monitoring/resolving discrepancies and transferring of funds/expenses to appropriate funds within designated timelines while also reviewing discrepancies and transfers. The analyst works in collaboration with and provides backup assistance to the CECOP administrative team which is composed of a Financial Analyst 2 and a Blank Assistant III.
Key Responsibilities: Gathers information, analyzes, prepares and summarizes recommendations for financial and/or resource plans, including annual resource allocation approaches, trended future requirements, operating forecasts, sources and uses, etc. Examples include generating, modifying, and conceiving of new financial or other resource reports, or analyzing and forecasting staff/faculty salary budgets, contracts, grants, gifts, endowments, or user fees.
- Award and Account Management - Interpret complex award terms and conditions such as obligations of funding, expenditure allowability and prior approval requirements. Review and analyze external funding documents for acceptance approvals, completeness, and compliance with University procedures. Create and
maintain award data in the University research and financial administration system - Oracle PPM. This includes identifying terms and conditions such as period of performance, budget authorization, invoicing, reporting, rollover, closeout requirements and budget/expense restrictions. Use multiple online systems for award acceptance and management.
