Torch Technologies is seeking a financial manager/cost analyst to support the Long-Range Stand-Off (LRSO) program currently in development for the Air Force Nuclear Weapons Center (AFNWC). A successful candidate will research, create, and present independent project level, total life cycle, and alternative courses of action cost estimates. They will also evaluate the contractor average unit procurement price (AUPP) methodology and content reasonableness. The candidate must be able to support earned value management (EVM) contract planning, implementation, execution, and reporting processes and practices. They must have expert level understanding of the DoD financial management processes and the role of cost estimation. Ideally, they will have experience in programs throughout the acquisition process (TMRR, EMD, Production, & Sustainment). This position is located on Eglin AFB, FL. This position requires a highly motivated individual with experience in:
- Performing cost estimating for an ACAT 1D program.
- Support all aspects of the financial management Plans, Programming, Budget, and Execution process.
- Gather data for estimating or data analytics/visualization including EV, CSDR, & CFSR.
- Analyze EVM metrics and provide analysis of contractor performance.
- Analyze program financial reports and spend plans and generate financial status updates.
- Review contractor EVM procedures and provide recommendations as needed.
- Perform control account management analysis and support as required by the program office.
Job Requirements Required/Desired Qualifications:
- Must have a Master's degree in a relevant field; additional years of experience and a Bachelor's degree in a relevant field may be substituted in lieu of a Master's degree.
- Must have 10+ years of experience.
- Must have cost estimating experience at a DOD acquisition program.
- Preferred if a candidate has experience at multiple levels and across multiple DOD programs.
- Must have experience with EVM-CR & CADE.
- Must have experience working with contractor data including EV, CSDR, & CFSR.
- Must be able to brief senior leadership on the rationale for cost estimates and demonstrate a detailed understanding of the data.
- Must hold a current DOD Secret Clearance (or US Gov equivalent); must be TS eligible.
- Must have earned value management analysis experience.
- Air Force DAU Engineering and Technical Management (or similar) is desired.
- Experience in a program office is highly desired.
