The Cost Controller is responsible for the preparation of accurate monthly cost control reports, revised budgets as required, earned value, and comparison with budget. The Lead Cost Controller will take responsibility for the assigned scope and work with internal stakeholders to ensure the project stays on budget, and that all discrepancies are identified in a timely manner and steps are taken to resolve and correct.
Main Responsibilities
Tender Budget / Revised Budget:
• Preparation of the detailed Target budget and any revised budget (at 20%, 50% and 80% progress) for the assigned scope of work.
• Define the schedule of the target (or revised) budget preparation and communicate it to the team, follow its timely implementation.
• Prepare the main hypothesis.
• Lead the process until its closing, having active exchanges with budget owner.
• Detailed analysis of variances and proposed plan of actions in liaison with budget owners and validation by the Project management team.
Monthly Cost Control:
• Liaise with budget owners to obtain the progress after the monthly cutoff date.
• Analyze the progress declared by the budget owners to ensure accuracy and consistency for month over month reporting.
• Generate the earned values and compare with the actual cost and liaise with the finance department.
• Compare, analyze and propose actions to mitigate potential overruns and improve savings in close coordination with the budget owners.
• Identify red flags regarding potential major losses.
• Compare earned value with the forecast.
• Lead the reviews of the Cost Control report with budget owners and project management team for final review and approval.
Risk Management:
• Ensure a monthly review of the risks and opportunities register and analysis of mitigation/improvement plans.
• As needed capture the updates of the R&O register.
• Facilitate workshops/meetings between all parties to identify and categorize threats and opportunities.
Review and Submission of Reports:
• Inputs to JV’s monthly reports as requested to issue to each JV partner.
• Inputs to Monthly report to JV’s Executive committee.
• Inputs to any other forums as needed.
Extension of Time:
• Support of Commercial / Claims team to provide actual and forecasted costs.
• Support the project management in the decision-making process by providing all information and analysis related to costs.
• Carry out an active role in trouble shooting project costs related issues.
• Any other tasks assigned by the Project Controls Manager.
Profile
Bachelor's degree in Accounting, Construction Management or related field.
5+ years of related project controls experience in complex design/construction heavy civil projects.
Basic engineering knowledge/understanding.
Proficient PC skills including a proficiency in Project Controls Software and Microsoft Office Suite, superior Excel skills, JDE and Primavera (P6).
