The Commitment Teams Quality Program Specialist Senior (PSS) will lead multiple strategic priorities for the Commitment programs. This position will provide strategic direction by developing and/or recommending to senior management goals and objectives, and administering policies and procedures, based on data-driven analysis and participation on committees and rule-making events that impact the program, funding and legal requirements. They will lead/manage and exercise quality control over workflows, procedures, and billing practices. Provide subject matter expertise, technical assistance and consultation to hospitals, jails, and court systems. Lead in the development of interagency resources and materials. Serve as liaison between the Involuntary Commitment Program, Post-Commitment Program, Division programs and external providers of contracted services and system partners. This role will also lead dialogue with various stakeholders to identify and address system barriers and challenges.
As the Commitment Teams Quality PSS, other duties will include:
Continuous Quality Improvement
- Develop and implement quality improvement plans for pre and post commitment programs that are in alignment with the contract with the Oregon Health Authority (OHA), and based on Oregon Revised Statutes (ORS) and Oregon Administrative Rules (OARs).
- Organize structure and response steps for evaluations of complex situations, resources needed, outcomes, compliance with legal and funding requirements, changes in processes, and development of recommendations to meet stated changes and requirements.
- Assist program leadership in data informed program design, including applying leading with race values to address the needs of marginalized and vulnerable populations.
- Analyze, understand, and articulate potential/actual impacts of program decisions and activities on both the mental health and legal systems, and how the Behavioral Health pre and post commitment programs fit within these boundaries, requirements.
Program Coordination
- Review involuntary commitment and notice of mental illness (NMI) holds that are faxed from the hospitals daily and make assignments to staff for work completion, taking into consideration past NMIs, caseload sizes and culturally specific and language needs of the client and staff available.
- Use a variety of complex data systems and information to evaluate client status, NMI status and commitment status, track client movement in and out of placements and complete Oregon Health Authority (OHA) required forms for placements, commitments and transfers.
- Provide technical support and training for new and existing staff on program requirements and processes, including Oregon Administrative Rules (OARs) that apply to pre and post commitment programs, policies and procedures applicable to the program, state and federal standards and requirements.
- Track complex rule requirements and changes; analyze changes in relation to Oregon Administrative Rules (OAR) and Oregon Revised Statutes (ORS) and internal policies and procedures; update BHD policies, procedures and workflows with requirements; liaison with Quality Management and Human Resources when rule changes impact staff credentialing requirements or other work requirements.
Systems Engagement
- Serve as liaison between the Involuntary Commitment Program, Post-Commitment Program, Division programs and external providers of contracted services and system partners.
- Act as subject matter expert and Pre and Post Commitment Teams/BHD representative to participate in OHA Rule Advisory Committees to ensure staff, client, program and county voice is represented in all OAR and statute rule change processes.
- Lead dialogue and participate as designated spokesperson/subject matter expert, at meetings or forums with internal BHD and county staff, statewide commitment meetings and groups, meetings with OHA, meetings with system partners, such as Oregon Health Authority, Community Based Organizations, Hospitals, the Courts and internal county partners.
- Lead in establishing and maintaining solid working relationships with the entire system and partner/collaborate within the behavioral health continuum of care.

Minimum Qualifications (REQUIRED):
Education/Training: Equivalent to a bachelor's degree and three (3) to six (6) years of experience that demonstrates the ability to perform the duties of the position. (Equivalency 7-10 years of qualifying training and/or experience).
Certification:
- Must meet the standards of Qualified Mental Health Associate - (QMHA) with the Mental Health & Addiction Certification Board of Oregon (MHACBO) - more information can be found at MHACBO website. Current QMHA-I, QMHA-R, or obtain within 30 days of hire.
- Continuous Quality Improvement Certification within 12 months of hire.

Preferred Qualifications/Transferable Skills: You do not need to have the following preferred qualifications/ transferable skills to qualify. However, keep in mind we may consider some or all of the following when identifying the most qualified candidates.
- Qualified Mental Health Professional (QMHP-C)
- Knowledge of issues faced by those who experience behavioral health challenges and a basic understanding of the full continuum of care for those in need of services.
- Experience within the Pre and Post Commitment system or have direct knowledge of ORS 426 and OAR 309’s.
- Lead with race through actions and advocacy with internal programs, with community partners and across departments throughout the county.
- Demonstrate the ability to flex style when faced with myriad dimensions of culture in order to be effective across cultural context.
