The Riverside County Department of Animal Services is seeking to fill a Contracts and Grants Analyst for their Jurupa location.
The Contracts and Grants Analyst will be responsible for planning, coordinating, directing, and evaluating contract and grant functions, as well as the associated support services that depend on grant funding or contract services for essential operations. This role involves developing contracts and grants to procure professional services, consultant services, products, or to fund programs. The Analyst will also develop and administer related policies and procedures, assuming primary responsibility for the day-to-day operations involving procurement, contract writing and negotiations, and grant writing. The incumbent must write clearly and accurately to identify and describe technical procedures, service delivery methodologies, and billing procedures. Additionally, they must be able to read, understand, interpret, and apply provisions of federal, state, and local legislation and regulations pertinent to contractual agreements for services. Strong communication skills and techniques for contract negotiations are essential. The role also demands the ability to analyze and evaluate contracts, budgets, grant proposals, government grants, and contractors’ performance and compliance, as well as problem-solving and resolving differences between contractors and the department. The Analyst will also need to direct and supervise the work of others, monitor contract services, and ensure quality and adherence to model fidelity.
Animal Services seeks candidates with experience in grant writing and proposals to support program development and implementation, contract development, public sector procurement, budget development and fiscal monitoring, tools and practices for continuous improvement of operations, and efforts to promote sustainability.

With a vision for promoting an environment of responsible pet ownership through animal welfare initiatives, community outreach, and humane education in a culture of compassion, creativity, and integrity, the Department of Animal Services (DAS) includes several divisions: Field Services, Veterinary Services, Shelter Services and Customer Care. These operational groups together service up to 15 different contracted cities and the unincorporated areas of Riverside County. The dedicated members of DAS strive to meet the highest standards. Animal Shelters provide a safe haven for animals, and function as the center of the community’s animal care and control programs. Animals sheltered at the facilities include dogs, cats, horses, livestock, rabbits, and “pocket pets” including guinea pigs, hamsters, and reptiles. In addition to caring for the animals, DAS shelters provide educational programs, spay and neuter, adoption, licensing, and euthanasia services.
Key Responsibilities:
- Manage and administer departmental contract operations, including procurement and services planning, financing, evaluation of proposals, and negotiation of contract terms and conditions; recommend a wide range of awards; conduct contract negotiations and renewals.
- Represent the County and the department by acting as a liaison between the department and contractors/service providers to ensure that contracts and grants satisfy all legal and liability considerations.
- Compete for or solicit funding from federal, state or other sources; provide technical assistance to department managers and to contract agencies; write grant proposals and applications; monitor grant implementation for budgetary and operating compliance to grant stipulations.
- Formulate and revise departmental policy and procedure on contracting; ensure fiscal compliance of all contracts and grants; ensure compliance with appropriate federal, state and County regulations.
- Review and monitor all service and revenue contracts; review purchase orders for expenditures.
- Coordinate all initial and follow-up contract site visits; advise contractors of appropriate compliance in regard to contracts and grants; ensure that contractors maintain current valid business licenses and sufficient insurance coverage.
- Monitor the development of and provide guidance to the department for all requests for proposals (RFP's) for new programs; write grants, proposals and narrative and statistical reports.
- Serve as mediator between private industry and the department; assure that department managers perform contractor evaluations as required by County policy.
- Prepare and/or review Board Letters (Form 11's) and related supplemental paperwork in support of contracts for the Board of Supervisors; prepare analytical reports, correspondence, and memoranda; distribute and/or deliver such documents to appropriate managers and Department Heads for approval and signature.
- Prepare budget requests for assigned staff and programs; supervise and train subordinates, as required.
Minimum Qualifications:
Education: Graduation from an accredited college or university with a bachelor's degree in business or public administration or a closely related field. (Additional qualifying experience may substitute for up to two years of the required education on the basis of one year of full-time experience equaling 30 semester or 45-quarter units.)
Experience: Three years of preparing and processing state or federal contracts, purchases of service contracts, processing or preparing grant applications, conducting competitive bids, formulating policy and procedures, and negotiating contracts with private industry.
Knowledge of: Grant proposal writing, application and monitoring techniques, and policies and procedures; contract preparation and negotiation techniques; proper contract format; legal language used in contracts; governmental regulations regarding contracted services and competitive bidding process; county, state and federal government general administrative structures and processes; principles of business and public administration; accounting and budgetary controls, basic analysis and research techniques; computer applications pertaining to procurement and business requirements; principles and practices of management and supervision.
Ability to: Write clearly and accurately to identify and describe technical procedures, service delivery methodology and billing procedures; read, understand, interpret, and apply provisions of federal, state, and local legislation and regulations pertinent to contractual agreements for services; use communication skills and techniques required for contract negotiations; analyze and evaluate contracts, budgets, grant proposals, government grants, and contractors performance/compliance; problem solving and resolving differences between contractors and the department; ability to direct and supervise the work of others; monitor contract services and assure quality.
