This junior-level professional position applies professional budgetary and finance accounting principles, policies and procedures in the effective, efficient and timely performance of budgeting functions. Assists in the development and preparation of the City’s annual budget, capital improvement program, and performance measurements. Queries data and builds reports from the City’s finance and budget system. Performs related work as required. Reports to the Budget Manager.
Responsibilities:
- Serves as budget representative to various departments as assigned, assisting budget liaisons in the preparation of the annual operating budget; serves as the department resource for persons with budget preparation issues and/or concerns.
- Analyzes budget requests and provides data to assist with recommendations for inclusion in the city’s budget.
- Assists with the development and preparation of the city’s annual operating budget publication.
- Provides support with the preparation of the city’s Five-Year Capital Improvement Program.
- Interacts and communicates with budget staff, co-workers and other City employees, including receiving and responding to inquiries, concerns and requests for assistance from department heads and staff regarding budget matters.
- Conducts budget research and complex statistical analyses; and prepares related summary reports, financial models, spreadsheets, databases, charts and graphs for presentation to city management, city commission, department heads, and the public.
- Receives, reviews, prepares and/or processes other documents, including, but not limited to, budgetary reports, budget procedures, memos, correspondence, etc.
- Identifies and defines issues, determines appropriate methods of approach and analysis, and conducts or facilitates analysis of relevant data.
- Assists with the forecasting of future revenues, expenditures and financial trends; analyzes sources of revenue; and projects future income; analyzes financial and economic data and draws logical conclusions.
- Reviews and approves purchase requisitions and budget transfers as established for all city departments.
- Develops an in-depth understanding of the city’s finance and budgeting system and provides support for the annual maintenance and updates required to keep the system functioning in an optimal manner.
- Facilitates budget training and outreach with various departments, as required.
- Assists staff with administering the city’s budget system and provides end-user support as needed.
- Works with various city departments to develop and maintain performance measures.
- Applies research tools and techniques using sources such as the internet, peer contacts in other agencies, and professional organizations and publications.
- Makes recommendations with appropriate justification; anticipates consequences of proposed actions; develops and implements a plan of action. Prepares, reviews and presents clear, accurate, and concise findings and reports.
- Performs all work in compliance with applicable policies, procedures, regulations, laws, and generally accepted accounting procedures.
- Develops reports, data extraction tools, and financial queries for city departments; designs and edits reports for the budget document and ad-hoc assignments.
- Performs general administrative/office duties as required, including, but not limited to, conducting and attending meetings, preparing reports and correspondence, copying and filing documents, entering computer data, reviewing mail, etc.
- Performs related duties as assigned.
Minimum Requirements:
- Bachelor's degree from an accredited four-year college or university in Accounting, Finance, Economics, Public or Business Administration or related field and a minimum of 3 years of experience in budgeting, accounting, or data analysis, preferably for a government or non-profit organization; or an equivalent combination of education, training and experience that provides the required knowledge, skills and abilities required to perform the essential duties of the job.
- Strong computer skills in the use of the Internet, word processing (Word), spreadsheet (Excel), database (Access) and PowerPoint applications.
Preferred Qualifications:
- Prior knowledge of Munis financial management software.

- Knowledge of the principles and practices of governmental budgeting and accounting.
- Knowledge of municipal operating departments and their budgeting requirements.
- Knowledge of business office practices and procedures, computerized budgeting and accounting systems.

Physical Demands:
