What You'll Do:
You will be a critical member of the Agile team supporting the new development, modernization, and maintenance of a financial management application for one of our federal government clients. You will be developing relationships with clients and the development team to communicate information, elicit requirements, train users, and help drive the development process. Additionally, you will:
- Provide detailed, comprehensive, testable and traceable process components in a number of formats including, but not limited to Business Requirements, Functional Requirements, Data Requirements, System Software Specifications, Use Cases, etc.
- Perform detailed requirements analysis, document processes, and perform some quality assurance/user acceptance testing
- Responsible for holding the team accountable to the Agile process, setting the guard rails, and helping the team self-organize within those guard rails
- Facilitate the team to create innovative ways to improve efficiency, quality, collaboration, and delivery execution
- Serve as a liaison between product owners, technology teams and support teams to keep all parties informed and engaged in the requirements gathering and analysis process
- Effectively partner with the product owners, technical teams and other relevant stakeholders to help solve problems, especially with unclear or conflicting requirements
- Helps the project manager ensure the product backlog is updated and supports continuous flow
- Elicit requirements based on document analysis, requirements workshops, surveys, business process descriptions, use cases, scenarios, business analysis, task and workflow analysis
- Critically evaluate information gathered from multiple sources, reconcile conflicts, decompose high-level information into details, abstract up from low-level information to a general understanding, and distinguish user requests from the underlying true needs
- Collaborate with developers, product owners and subject matter experts (SMEs) to refine requirements
- Collaborate with SMEs to identify, design, and deliver required training materials to include user guides, FAQs, and how-to videos for a large user base.
Required Qualifications:
- Bachelor’s degree in information technology or business-related discipline
- Minimum of two (2) years of current experience or an equivalent combination of technical education and experience
- Experience in using JIRA, SharePoint, MS Office
- Strong written and verbal communication skills
- Strong analytic thinking skills
- Ability to explain difficult concepts to non-technical users
- Ability to provide detailed, comprehensive, testable and traceable process components in several formats including, but not limited to Business Requirements, Functional Requirements, Data Requirements, System Software Specifications, Use Cases, Documentations, Guides, etc.
- Write requirements that both technical experts and business owners can understand
- Excellent time management, scheduling, and organizational skills
- Excellent attention to detail, writing skills and presentation skills
- Experience with taking meeting minutes in client check-in meetings
- Must be able to obtain and maintain required federal government security clearance/background check.
Desired Qualifications:
- Working knowledge of the software development life cycle in general and Agile specifically
- Experience with low-code platforms (Appian, Outsystems, Pega, Salesforce, etc.)
- Experience in change management and/or training support including: developing user guides, job aides, training plans and training materials; conducting instructor-led training for end users; and developing recorded training materials for end users
- Experience with User Acceptance Testing (UAT)
- Appian Analyst Certification
- Public Trust Clearance

The salary range for this role takes into account the wide range of factors that are considered in making compensation decisions including but not limited to skill sets; experience and training; licensure and certifications; and other business and organizational needs. A reasonable estimate of the current range is $70,889 to $99,620.
