Job Details:
This is highly responsible professional accounting work in the accounting and/or budgetary divisions of the Utility. This position performs and reviews the work of lower level staff for highly complex accounting and/or budgetary transactions. This position prepares financial reports in accordance with GAAP and other technical regulatory and legal requirements. Positions allocated to this classification report to a designated supervisor and work under limited supervision. Work in this class is distinguished from other classes by its advanced professional accounting and budgetary nature including but not limited to, complex debt and investment activities, multi-fund cash balances and transactions, reporting, general ledger, cost accounting, plant assets and other related areas.

Essential Job Functions:
- Responsible for preparation of internal and external financial statements which may include budgetary information.
- Responsible for preparation of Executive level financial reports and analyses which may include budgetary information.
- Responsible for balance sheet and other transactional reconciliation in order to support an accurate and timely monthly, quarterly and annual closeout process.
- Responsible for ratio analysis included in Executive level and other reports.
- Responsible for monthly, quarterly, and annual closeout checklists, processes, and preparation for reporting.
- Reviews present accounting procedures and policies and recommends changes or modifications designed to increase efficiency and effectiveness of the accounting operations; studies present accounting methods and practices to assure conformance with policies and procedures established as standard operating policy; develops and modifies detailed accounting procedures, policies and systems in order to meet the changing requirements of the City.
- Advises department heads and other officers on accounting policies and interprets and applies them to the various City functions.
- Makes special accounting studies and analysis of varied activities of the City government; prepares special financial statements and reports for the information and guidance of City officials; maintains various ledgers.
- Prepares monthly accounting, budgetary and other status reports.
- May supervise all phases of the accounting division during the absence of higher level supervisory staff.
- May act in absence of supervisor. Performs other related duties as assigned.

Qualifications:
To perform this job successfully, an individual must be able to perform each essential job function satisfactorily. Below are the required education, experience, knowledge, skills and abilities to perform the essential functions.
Education And Experience:
Bachelor's degree in accounting, finance, business, economics or other related discipline; and four (4) years of experience in accounting, or an equivalent combination of education, training and experience which provide the required knowledge, skills and abilities. Prior utility or other highly complex accounting experience is desired.
Experience With SAP Software Is Preferred.
CERTIFICATIONS OR LICENSES:
Licenses:
Must obtain a valid Florida Driver License within 30 days of appointment. Certified Public Accountant (CPA) is highly desired.
Certifications:
Certified Public Accountant, Chartered Financial Analyst (CFA), Certified Internal Auditor (CIA), Certified Managerial Accountant (CMA), and Certified Government Finance Officer (CGFO) accreditations are, individually and collectively, highly desirable.
Knowledge, Skills And Abilities:
- Thorough technical knowledge of the preparation of financial statements in accordance with GAAP.
- Thorough knowledge of principles, methods, and practices of accounting.
- Thorough knowledge of principles, laws, ordinances, and regulations governing the financial operation of the Utility.
- Thorough knowledge of the principles, laws, and regulations governing the financial operations of a Municipal Government.
- Ability to plan, organize and direct the installation of accounting systems and procedures.
- Ability to analyze and interpret fiscal and accounting data and to prepare appropriate statements and reports.
- Ability to plan, train and supervise the work of professional and other staff.
- Ability to work under high stress levels, with frequent interruptions and with tight and often changing deadlines.
- Strong working knowledge of Excel and other Microsoft Office products.
