General Description:
The purpose of this job/class within the organization is to oversee and manage the daily operations of the Finance Department. This job/class works under administrative supervision, developing and implementing programs within organizational policies and reports major activities to executive level administrators through conferences and reports.
Duties and Responsibilities:
The functions listed below are those that represent the majority of the time spent working in this job/class. Management may assign additional functions related to the type of work of the job/class as necessary.
Essential Functions:
- Provides direct and indirect supervision of department staff; assists with training, handles discipline, and oversees performance.
- Coordinates and facilitates department workflow and assigns duties.
- Acts as key participant in budget prep and processing.
- Liaison for Deltona Water, Stormwater and Public Works departments for budget preparation, accounting and administration of grants.
- Participates in and facilitates annual reporting for outside auditors; serves primary role in all aspects of comprehensive annual financial report preparation with a high degree of independence. Prepares necessary schedules and documentation for the outside auditors for Deltona Water, Stormwater and Public Works departments.
- Assists with debt administration and compliance.
- Participates in evaluation and implementation of any new policies, software, and procedures.
Additional Duties:
Reviews contracts and agenda items for budgetary compliance; coordinates and manages major department projects. Reviews and approves contractor pay applications and engineering invoices for Deltona Water, Stormwater and Public Works departments.
Performs related work as assigned.
Minimum Education and Experience Requirements:
Requires a Bachelor's Degree in Accounting, Finance, or Business. Requires six (6) years of highly responsible experience in government accounting, and/or auditing including direct and extensive involvement in the preparation of AFR, CAFR and/or annual budget documents.
Special Certifications and Licenses:
Florida Certified Public Accountant (CPA) preferred. Certified Government Finance Officer (CGFO) or Certified Public Finance Officer (CPFO) preferred. Valid State of Florida Driver's License required.
