About The Work Unit:
The Administration Division now oversees the financial components of Disease Control and Public Health Response (DCPHR) Division, that includes oversight for the State Public Health Laboratory, communicable diseases, immunization, public health informatics, outbreak reporting, emergency preparedness and response, and fiscal operations.
The Division unit exists to ensure that the Department has the ability to effectively monitor, detect, diagnose, prepare, and respond to, all types of conditions and events that impact the public’s health. This position is in the Administration Fiscal Unit that provides budget planning, budget execution, revenue forecasting, grant management, funding oversight, and other related duties.
What You Will Be Doing:
This position is responsible for a wide array of fiscal responsibilities on an assigned and variable portfolio, to include budget planning and execution, fund balance tracking and forecasting, accounting, monitoring, reporting, and managing all monies for assigned branch programs/grants. This position must independently use professional judgment and resources from a variety of areas to evaluate program needs compared with current funding levels, working with program management to ensure alignment of available resources with prioritized programmatic needs. This position provides budgetary and financial support to all levels of unit management, assists in their achievement of service goals and objectives at the least possible cost to the Division, prepares and provides budget data and analysis to the central budget office for submission to the Office of State Planning and Budgeting (OSPB) and Joint Budget Committee (JBC) for long bill spending authority, helps prepare fiscal notes for legislative council staff on impending legislation, and other financial responsibilities as assigned.
This position is also responsible for analyzing budget and policy trends and assessing and projecting budget needs for programs/line items assigned to the position. This requires ongoing budget and program expertise in all aspects of these programs. This position must analyze federal and state government legislation, regulation, and statutes in order to advise program managers to make budget and policy recommendations.

MINIMUM QUALIFICATIONS:
Experience Only: Six (6) years of relevant experience in budget analysis, budget development and implementation, cost accounting, grant management, or similar financial administration experience, and must have included budget execution and analysis.
OR
Education and Experience: A combination of related education (accounting, business, business administration, finance, public administration, or closely related field); AND professional experience in budget analysis, budget development and implementation, cost accounting, grant accounting, or similar financial administration experience, and must have included budget execution and analysis) equal to six (6) years.
Current, valid licensure as a CPA by the Colorado Board of Accountancy will substitute for the degree requirement and two (2) years of the required experience.

Preferred Qualifications and Essential Competencies:
- Experience administering federal grants from application to final close out
- Budgeting experience in a large organization with the ability to assemble financials from a variety of sources and organize data into compelling reports to obtain business objectives
- CORE experience; knowledge of and experience with the Colorado Operations Resource Engine (CORE)
- Prior experience supporting, monitoring, and ensuring compliance with Federal and State contracts, grants, and funding streams
- Experience setting, tracking, and accomplishing priorities, goals, and timetables to achieve maximum productivity
- Knowledge of the Fiscal Rules for Colorado
