Tygart is currently seeking a Project Manager to support a Department of Justice (DOJ) Program Office responsible for management and technical direction of as many as six law enforcement (LE) centric systems and programs. The candidate will be part of a team, collaborating closely with the government staff and external criminal justice agencies, to advance the Program Office mission. Assigned projects may be both technical or non-technical (policy) oriented. This position requires that the candidate have a current Top Secret security clearance.
Responsibilities include:
- Perform as the Project Manager of various system services and capabilities, from concept to full implementation.
- Evaluate, analyze, and recommend options in improving efficiency and effectiveness, addressing all phases of a data system lifecycle existence, including: conception, design, and development; production and/or construction; distribution, operation, maintenance and support; and retirement, phase-out, and disposal.
- Provide guidance and recommended changes on internal and external processes and system documentation.
- Manage, coordinate, track, and implement system testing procedures and test cases with large complex information sharing systems.
- Recognize patterns of customer needs, problems, and potential systemic solutions.
- Support all system services and capabilities throughout the entire Life Cycle Development (LCD) including, but not limited to: Concept of Operations (CONOPS); Research and Development (R&D); and Test, Implementation, and Quality Assurance (QA) phases.
- Create CONOPS documents, requirements for system enhancements and capabilities, testing procedures, user guides, and policy documentation.
- Present findings and recommendations on system capabilities throughout the entire system lifecycle.
Qualifications
The ideal candidate will have the following:
- Bachelor's degree in Engineering, Information Technology, Computer Science, or related field.
- Five years’ background in managing and supporting IT systems.
- Five years’ experience working in collaborative sessions.
- Five years’ experience producing quality technical written documentation to include, but not limited to, procedures and instructions.
- Possess a minimum of five years’ experience in the analysis and assessment of large numerical statistics, to include qualitative and quantitative data, while managing and coordinating major parallel IT initiatives.
- Possess a minimum of five years’ experience meeting with staff to take and clarify specific requirements on projects.
- Five years’ managing and tracking project tasks and performance, specifically to analyze the successful completion of short-term and long-term goals.
- Five years’ experience developing comprehensive project plans.
- Project Management Professional (PMP) certification is highly desired.
- Agile certifications as a Scrum Master or Product owner are also desirable, particularly familiarity with the Scaled Agile Framework (SAFe).
- Must be able to work well under pressure, possess excellent oral and written communication skills, and have excellent organizational skills.
