The Luma Division is established as the sustainment organization to support State of Idaho agencies and their employees in the use of the Luma system for day-to-day business operations.
Key Responsibilities
The incumbent within the Luma Division reports to the Luma Financial and Budget Lead and serves as the primary contact managing the sustainment activities for the Luma Budget system. They will work directly with functional leads, subject matter experts (SMEs), and system vendors ensuring that business processes are functioning properly, and workflows successfully enable state agencies to submit annual budget requests. They will be required to understand and document complex workflows, determine gaps between requirements and technology, and assist in establishing artifacts for sustainment operations. Additionally, they are required to understand state government budget policies and assist agencies in managing budgets accordingly.
- Utilize analytical and problem-solving skills to assist customers with questions related to budget submission and budget system functionality.
- Monitor the priority of assigned work tasks, manage their own workflow, and support the tasks and workflow of work teams.
- Employ a working knowledge of the Luma Finance, Procurement, Payroll, and HCM modules to ensure proper continuous integration with budget systems.
- Coordinate with other Luma staff to address cross-functional needs.
- Plan, organize, and coordinate efforts to stage data, execute functions, and other aspects needed in conjunction with the annual budget submission process.
- Manage calendars and dates to ensure time-bound functions occur on time and within system parameters.
- Collaborate and maintain positive working relationships with other control agencies, such as Division of Human Resources, Division of Financial Management, and Legislative Services Office, as needed.
- Assist in updating training, presentations, and other materials to ensure that system updates and/or changes are presented appropriately to stakeholder audiences.
- Respond to stakeholder inquiries in a timely manner, as defined by SCO policy.
- Attend and participate in meetings to keep Luma staff up to date on budgetary and office activities.
- Work with Luma Budget vendors to address system elements.
- Monitor budget requests to assist agencies and analysts with appropriate representation of budget request data.
- Assist analysts and agency staff with understanding the technical functionality of the budget system.
- Gather specifications for changes/updates in reporting.
- Advise leadership on elements related to Luma Budget.
- Contribute to the positive performance of the whole office.
- Demonstrate timely and consistent attendance; this is an in-office position with the potential of no more than 2 remote days after the end of the probationary period of 90 days.
- Other duties as assigned.
Minimum Qualifications
- Must have experience working in complex technical systems that require close coordination with business and individual processes and workflows.
- Demonstrated ability to work independently, and balance multiple priorities.
- Must have a strong sense of customer service and professionalism to work within a time-critical project environment dealing with complex context, and offer viable solutions and/or options.
- Excellent interpersonal, written, and verbal communication skills.
- Excellent analytical and problem-solving skills.
- Demonstrated strong mathematical skills in a multiple priority environment.
- Experience in a complex professional support position with responsibilities for system maintenance, and which includes experience with business analytics, demonstrable excellence in Microsoft Word, Excel, and PowerPoint.
- Demonstrated ability to make decisions under pressure and to lead in a team environment.
Minimum Qualifications Specialty
- Experience developing, monitoring, evaluating, and reporting financial activities and expenditures; interpreting laws, regulations, and policies and advising on their requirements; evaluating statistical and financial information and developing reports of findings.
- Troubleshooting automated system changes, testing automated system changes, including using data extraction tools and methods for analysis, sampling, testing and reporting. Documenting business processes.
Desired Qualifications
- At least 5 years of State budget experience.
- Working knowledge of the legislative budget-setting process.
- Bachelor's degree in either Business Management or Public Administration. Good knowledge of the Luma financial and budget modules.
- Understanding of the Infor CloudSuite product (Luma System) to include the Customer Update (CU) process.
- Understanding of internal control practices and procedures.
