About the Position: The Accounting Division Manager (U) plans, organizes, coordinates, and manages the work of accounting division staff in the preparation and maintenance of the City's financial records and reports.
Prepares financial statements and reports and performs complex and difficult financial and accounting analyses. Additionally, the position performs specialized and complex financial and cost accounting analyses and participates in the audit of City financial records. We are looking for someone with:

Essential Duties & Responsibilities
What you will usually do: Plan, organize, control, manage, and supervise assigned accounting staff; establish operational plans and initiatives to achieve departmental goals and objectives within budget. Plan and evaluate accounting staff performance; set performance and development targets; recommend compensation and rewards; address disciplinary issues, up to and including termination.
Assist the Finance Director in leading to develop a high-performance, customer-focused work environment that aligns with the City's mission, strategic goals, and core values. Coordinate and participate in booking financial transactions, maintaining ledgers and accounting records; oversee accounts reconciliations; manage specialized records for enterprise funds and assessment district. Provide recommendations on complex expenses bookings; provide direction on challenging accounting and reporting issues; audit City accounting for compliance; maintain and update the City's Chart of Accounts with the Finance Director.
Key Competencies:
- Municipal Finance and Accounting Expertise: In-depth knowledge of governmental accounting practices, fiscal reporting, auditing, and maintaining the general ledger, focusing on compliance with legal and regulatory requirements.
- Leadership and Team Management: Proven ability to lead, supervise, and develop staff, ensuring high performance and alignment with departmental goals, including overseeing day-to-day operations in general accounting and accounts receivable.
- Analytical and Problem-Solving Skills: Expertise in performing complex financial analyses, cost accounting, and resolving accounting discrepancies, with a capacity for managing audits and responding to findings.
- Regulatory and Policy Compliance: Strong understanding of accounting laws, regulations, and internal controls, and the ability to implement and monitor compliance with financial policies and best practices.
- Communication and Reporting Skills: Proficiency in preparing and presenting financial statements, reports, and recommendations to City Management, Councils, and external auditors and explaining complex accounting issues.
- Technical Proficiency and Project Management: Experience with accounting software and financial systems, and the ability to effectively coordinate and manage special projects, financial reporting processes, and external audits.
Job Requirements
Knowledge of:
- Principles and practices of general, fund, and governmental accounting.
- Principles and practices of cost and fixed asset accounting.
- Generally Accepted Accounting Principles (GAAP), Governmental Accounting Standards Board (GASB), and Government Finance Officers Association (GFOA) accounting standards and requirements.
- Principles and practices of public agency budgeting.
- Principles, methods, practices, and legal requirements for public agency capital financing.
- Federal, state, and local laws, regulations, and court decisions applicable to assigned areas of responsibility.
- City operations, functions, and challenges and associated financial management issues.
- Skill in planning, managing, coordinating, and integrating the work of staff engaged in preparing and maintaining City-wide financial records and reports.
- Analyzing and making sound recommendations on complex accounting and financial issues, data, and operations.
- Understanding, interpreting, explaining, and applying federal, state, and local policy, law, regulations and court decisions regulating the City's financial accounting, reporting and record keeping.
- Developing and implementing sound financial and accounting procedures and controls.
Minimum Qualifications
You have:
- Education and Experience: Bachelor’s Degree in Accounting, Finance, or a closely related field; at least six (6) years of progressively responsible professional finance and/or accounting experience in a municipal agency, at least two (2) years of which were in a supervisory capacity; or an equivalent combination of education, training and experience.
- Licenses, Certifications, and Equipment: A valid California driver’s license is required. Licensed as a Certified Public Accountant is preferred.

BENEFITS AND REWARDS: The City offers an attractive compensation and benefit package, that includes: Health Insurance – Monthly contribution for health, dental and vision premiums: $1,125.00 Employee Only, $1,377.00 Employee plus one, or $1,841.00 Employee plus Family. A “Health Insurance Waiver Stipend” of $4,000.00 every first paycheck of December for eligible employees who waive benefits. Vacation
