Position: Contract & Grant Analyst
Rate of Pay: $5,975.75- $8,963.67 monthly ($71,709 - $107,564 annually). This position is non-exempt and therefore eligible for overtime.
Position Description/Requirements: Under the direction of the Procurement Supervisor, or designee, this position is responsible for coordinating contracts, grants, bid processes, and other procurement functions. The incumbent serves as the lead for tracking, monitoring, reporting and fiscal compliance of funds associated with grants and contracts. This position requires interfacing with vendors and collaborating with various departments to ensure compliance and efficiency in purchasing operations.
Work Location: Your main office will be at the SKCFTC, located at 20811 84th Ave. S. in Kent, WA. Throughout the course of your work, you may report to various stations throughout our service area.
Typical Schedule: Day shift; 10hrs/day, four days/week, or 8hrs/day, five days/week. After a training period, we may allow a HYBRID remote schedule, with a maximum of two days per week remote, but you will be required to report to work in-office at our Kent, WA location for the remainder of your work week, no exceptions.
Union Membership: No. This is a non-represented civilian position.

GENERAL PURPOSE:

This position requires interfacing with vendors and collaborating with various departments to ensure compliance and efficiency in purchasing operations.
ESSENTIAL FUNCTIONS:
- Understand, develop, implement, and monitor operational and fiscal compliance processes for grant-funded programs and contracts.
- Collaborate with managers to define contract requirements, recommend terms, and streamline purchasing processes.
- Negotiate terms and conditions; monitor for vendor non-performance.
- Ensure that contract language aligns with and is in support of the budget and goals of the Puget Sound Fire.
- Perform research and analysis, make recommendations; prepare program and project reports.
- Strive to continuously improve operations, streamline processes and enhance customer service.
- Actively support the vision, mission, values, and goals of the agency.
- Perform additional tasks as assigned.

SKILLS FOR THE POSITION MAY BE GAINED THROUGH EDUCATION, CERTIFICATION, RELEVANT JOB EXPERIENCE or a COMBINATION, SUCH AS:
Education: Bachelor's degree in Finance, Accounting, Grant Management, Business, or closely related fields.
Experience: Three (3) years of professional experience in municipal or government grant or contract administration, accounting, budgeting, financial analysis, or related experience.
Preferred:
- Lean Six Sigma
- Universal Public Purchasing Certification Council Certified Professional Public Buyer (UPPC-CPPB)
- National Institute for Government Procurement Certified Procurement Professional (NIGP-CPP) certificate
- Experience with enterprise resource planning (ERP) software systems
LICENSES AND OTHER REQUIREMENTS:
- Microsoft Office 365 products such as Word, Excel, PowerPoint, and Outlook.
