Reporting to the Senior Accounting Manager, the Payroll Administrator is responsible for timely and accurately processing the biweekly payroll as well as reconciling the balance sheet accounts related to the payroll, such as benefit liability accounts. The Payroll Administrator will work closely with Human Resources to reconcile all benefit invoicing. The position is required to maintain high ethical standards as it manages agency, funder, consumer and employee funds. FLSA classification for this position is non-exempt.
ESSENTIAL DUTIES AND RESPONSIBILITIES
- Process agency payroll through a third party and resolve paycheck related problems with employees.
- Review deductions and verify amounts for taxes, benefits and insurance payments.
- Communicate with Human Resources for any necessary adjustments or updates needed to process payroll.
- Process garnishments and liens according to legal documents and ensures that checks are mailed to the appropriate agencies.
- After the payroll is processed, timely report to the Senior Manager and VP of Finance and Administration the total payroll dollar amount to transfer, the payroll data sheet and the home department employee head count.
- Prepare any additional payrolls as needed throughout the year.
- Balance monthly benefit liability to the General Ledger, identify variances and document reasons. Coordinate with the Senior Manager to ensure that the benefit liabilities balance to zero in the GL.
- Reconcile benefit invoices with payroll deductions to ensure billing is accurate. As well as reconciling benefit look-back periods. Work with Human Resources for any changes needed.
- Prepare reports that include summaries of earnings, tax deductions, leave and any other requested information for audits, grant applications, and other contracts.
- Special Projects. Performs other related duties and responsibilities as assigned or required.
ADDITIONAL DUTIES AND RESPONSIBILITIES (Non-essential)
- Maintain a neat and clean desk and office space.
- Sign the check log and make bank deposits to the bank on Tuesday and Friday. Scan the deposit slip and copies of checks for storage.
- Reconcile consumer fund receipts to the check amount and deposit any remaining funds.

KNOWLEDGE, SKILLS AND ABILITIES
This position requires knowledge, skills and abilities equivalent to:
- 5 years of progressive experience in payroll processing.
- Strong professional ethics which include approaching others in a tactful manner; reacting well under pressure; treating others with respect and consideration regardless of their status or position; accepting responsibility for own actions; following through on commitments.
- Strong working knowledge of the Agency’s fund accounting software as well as Microsoft Office products – Outlook, Word, Excel, PowerPoint, etc. Should be able to create pivot tables and lookup tables in Excel.
- Ability to work some flexible hours is required. Specifically during year end audit, forecast and budget preparation.
- Requires to be in office.
SPECIAL REQUIREMENTS

Knowledge of Generally Accepted Accounting Principles.
Knowledge of a payroll processing software such as NetChex.
Must be able to pass a criminal history investigation.
