The Grant Manager's responsibilities include grant management, ensuring fiscal management, and reporting to federal, state, and local agencies, in addition to other philanthropic grantors. The Grants Manager works closely with administrative units throughout the Health Center and externally with sponsoring agency program officers. The Grants Manager is also involved with monitoring compliance and reporting on other types of restricted activity, including private contracts and donor agreements. The Grants Manager works on grant budget preparation and establishes cost tracking methodologies to ensure that costs are necessary and reasonable and are treated consistently per all grant provisions, GAAP, OMB circulars, The Federal Cost Principles in 45 CFR Part 75 Subpart E, and best practices.
Principal Duties and Responsibilities:
- Performs grant-related post-award functions, including budget and expense analysis, financial reporting, labor distribution changes, reconciliations, budgeting, and grant closeouts.
- Completes financial, progress, and performance reporting for all grants, including but not exhaustive of federal, state, and local forms, drawdown, and reimbursement requests.
- Directs and monitors the accounting staff to ensure grant budgets are set up accurately in the accounting system.
- Monitors all expenses to guard against unallowable costs and ensure that all costs are allocable to the grant and project.
- Directs and monitors the AP clerk to ensure all expenses are properly allocated to the appropriate grant, in addition to ensuring the cost is recorded properly in the GL.
- Provides support to the Chief Administrative Officer in ensuring grant compliance and reporting.
- Works closely with the CAO, CFO, and Comptroller to implement finance and accounting procedures and policies, prepare financial statements and schedules, and provide support with budgeting and reporting.
- Ensure the accuracy of accounts payables and receivables relevant to the grants and contracts, including payroll allocations.
- The Grants Manager supports department leaders with grant activities and provides oversight by meeting with each leader regularly and ensuring compliance with the restricted purpose of federal, state, or foundational guidelines. Troubleshoot problems to facilitate effective and accurate reporting in a timely manner.
- Supervises the preparation of grant billings and the monitoring of receivables. Advises accounting department on the proper allocations of ACH payments related to grants, restricted funds and agency funds.
- Assists the CAO, CFO and Comptroller in ensuring timely and accurate monthly and year end close including approval of bank and other reconciliations and preparation of financial statements.
- Advises the CAO on major variances from budget to actual.
- Assist the CAO, CFO and Comptroller to manage the federal compliance aspect of the audit and Federal Tax Return 990 preparation.
- Plans, organizes, coordinates the accounting and financial reporting for assigned grant portfolio, including, preparing annual and project budgets, forecasting revenue, estimating any carry-over of funds from one year to the next.
- Assists in reviewing grants and contracts to ensure compliance and final approval by the President/CEO.
- Works with the HR Generalist to ensure accurate time and effort payroll allocations within the accounting and HR systems match. Distribution percentage are documented and approved by the individual staff and appropriate supervisors charged to the respective grant and contract.
- Supports the CAO in developing and implementing policies and procedures to improve financial business planning and ensure compliance with GAAP, IRS, federal and organization policies.
- Ensures that DCHC adheres to the highest ethical standards by maintaining accuracy, transparency, and accountability for all grants.
- Brings any concerns immediately to the Chief Administrative Officer and President/CEO.
- Maintains grant fiscal records and database as well as responsible for audits pertaining to any grant activity.
- Analyzes health care data and make recommendations to the CAO for performance improvement activities related to revenue generation grant compliance and accounting systems in general.
- Develops programs, methodologies and files for analyzing and presenting data to senior leadership to assist in the decision making process.
- Attends professional development training which consist of FQHC conferences, seminars and workshops and stays abreast of the Office of Management and Budget (OMB) Circulars and The Federal Cost Principles and their applicability to Federal grant management, federal regulations, state, and local laws and policies.
- Holds workshops for principal investigator/clinical staff on Uniform Guidance and other grant regulations, grant budgets, and other post award issues. The Grants Manager will provide one on one training as needed to provide guidance and support as needed.
- Reports on a regular basis trend analysis; impact studies for future growth.
- Performs other duties as assigned.
Qualifications:
- Master’s degree in Business Administration, Health Administration or Public Administration is preferred. Bachelor’s degree in Accounting is required.
- Minimum 5 to 7 years relevant experience including management of federal grants, sub-grants, and A-133 audits.
- Knowledge of GAAP, Uniform Guidance 2 CFR 200, and other federal grant regulations.
- Expertise with Microsoft Office applications.
- Experience with accounting software, Microsoft Dynamics preferred.
- Must be detail-oriented and able to manage multiple projects with aggressive timelines; ability to manipulate, analyze and interpret data.
