We are looking for a Senior Financial Analyst to support our Sea-Based X-Band (SBX) Team Huntsville, AL to start soon!
Principal Duties and Responsibilities:
- Support government customer with program schedule development and maintenance, budgeting, performance metric establishment and monitoring, risk assessments, briefings, and general communications related to program activities.
- Build and maintain relationships with other functional areas to include contracts, subcontracts, accounting, accounts payable, purchasing organizations, recruiting, and pricing. Assist with management, maintenance, and monitoring of subcontractor funding and expenditures.
- Demonstrate and maintain working knowledge of contract terms and conditions and ability to work together with contracts department. Guide and provide direction and instruction to Billing Staff for preparation and submission of invoices.
- Assist in unbilled and DSO analysis with proactive actions to monitor, improve or maintain. Provide invaluable analytics, guidance and reporting to ensure that contracts are within negotiated and agreed-upon parameters and cost control guidelines.
- Provide support to include development of quarterly estimates at completion and monthly financial Provide pricing and BOE support for Modifications and ECPs to current programs.
- Supports the PM in business reviews and Program Management Reviews (PMRs) and is responsible for cost and schedule reporting for all aspects of the program (internal and external). The Program Analyst has the required knowledge of the program acquisition life cycle process, requirements, policies, procedures, cost and schedule estimating, systems disciplines, engineering specifications and commercial practices.
- Reviews the status of projects and budgets, manages schedules, and prepares status reports. Responsible for analyzing the actual costs each month and working with the Program Manager (PM) to develop the Estimate to Complete (ETC) and the Estimate at Completion (EAC). Uploads the data to the financial systems for corporate reporting.
- Assesses project issues and develops resolutions to meet productivity, quality, and client-satisfaction goals and objectives.
- Develops mechanisms for monitoring project progress and for intervention and problem solving with PM and clients.
- Reviews award and modifications for agreements. Processes actions within the financial/accounting systems for updates.
- Reviews invoices prior to the submission to the customer to ensure accuracy and quality. Reviews CLIN/SLIN/ACRN accuracy and expiring funds, ensuring the funds that expire first are used first. Provides updates to the customer on potential funds that can be de-obligated. Provides funding requirement data to the contracts organization to support the Limitation of Funds requirements. Reviews unbilled and provides reconciliation and determination for billing.
- Reviews and approves travel authorization for staff in accordance with the contract requirements and reconciles costs to
- Reviews the timesheet entries for staff each pay period to ensure that the correct codes are used to create the proper pay and cost to the contract. Sends out adjustments to the staff prior to the submission of the timesheets if necessary.
- Coordinates with the organization leadership team to provide insight into proposed contract changes and gain agreement on impacts, while representing the organization as a primary project focal point for all negotiations with external customers. Ensures all estimates are current accurate and complete. Reviews all estimates with the PM and obtains the signature approval.
- Develops multi-level Contract Work Breakdown Structures and dictionaries for the project. Applies experience with commercial project control software systems (Costpoint).
- Produces all Financial CDRLs and reports required.
Job Specifications:
- Bachelor's degree required. The following may be substituted for the Bachelor's Degree requirement: High School Diploma and eleven (11+) yrs experience.
- Eight or more (8+) years of experience with financial planning and analysis, project planning and control, forecasting, indirect rate management, and variance analysis is required.
- Expert level proficiency in Microsoft Excel
- Minimum of 5 years' experience in Costpoint.
- Ability to obtain and maintain a Secret security clearance is required.
- US Citizenship required.
