Job Overview
The Payroll Accountant is responsible for professional accounting work performing standard accounting tasks in an established financial system. The Payroll Accountant ensures that employee transactions associated with payroll deductions are prepared accurately and promptly. The work involves the maintenance of complex payroll records and preparation of a wide range of reports and statements, dealing with payroll, reconciliation, employee change calculations, and auditing of employee records.
Roles and Responsibilities

- Partner with Department of Human Resources and Talent Development and Virginia Retirement System (VRS) to maintain employee member records in the VRS Navigator retirement system.
- Assist Payroll team when testing system functionality due to implementation of patches and updates.
- Communicate with employees to explain paycheck VRS retirement account deductions.
- Assist in year-end VRS Audit by providing appropriate documentation per auditor requests.
- Prepares employee deduction calculations for mandatory and voluntary retirement contributions.
- Audit payroll transactions and records to determine variances by conferring with personnel staff and account managers.
- Reconcile and transmit monthly retirement contribution financial records and reports to the State.
- Process all employee transactions, processing contract change impact and completing associated entries to adhere to State contribution guidelines.
- Reconciles all employee retirement contributions managing associated changes to employee’s status and contract.
Qualifications
Below are the minimum qualifications for this job. Equivalent combinations of education and experience are also acceptable.
Education
- Bachelor’s Degree from an accredited university in accounting, finance or related field required.
Experience
- Previous exposure to the public-school system sector with knowledge of school financing, payroll and accounting procedures preferred.
- Two years of experience with payroll/Human Resources Management Systems (HRMS)/Oracle preferred.

Knowledge, Skills and Abilities
- Knowledge of GAAP (generally accepted accounting principles) and the practical application.
- Ability to prepare complex accounting reports; analyze and evaluate accounting concerns; to produce data and recommend improved procedures.
- Advanced knowledge with Excel preferred.
- Knowledge of VRS preferred.
- Ability to meet tight deadlines in a fast-paced work environment.
