Position Summary
Odyssey Systems has an exciting new opportunity for a Management Analyst, Sr. at Redstone Arsenal, in Huntsville, Alabama. This effort supports the Strategic Integrated Kinetic Effects (STRIKE) Project Office (PO), which has been tasked to field the Long Range Hypersonic Weapon (LRHW) and Mid-Range Capability (MRC) Army weapon systems.
Responsibilities
Duties include, but are not limited to:
- Conduct organizational studies and evaluations, design systems and procedures, conduct work simplification and measurement studies, and prepare operations and procedures manuals to assist management in operating more efficiently and effectively.
- Provide business expertise to STRIKE in support of the Integrated Program Management Data and Analysis Report (IPMDAR) and the Integrated Program Management Report (IMPR). This effort includes measuring contractors’ cost and schedule performance on DoD acquisition contracts. The contractor shall be able to work within an IPT structure to analyze Integrated Master Schedules (IMS) and Earned Value Management data. The contractor shall be able to analyze program schedules to support STRIKE functional and product directory efforts as well as developing and maintain Program Integrated Master Schedules for all products and functions. The contractor shall provide Cost and Schedule analysis in support Integrated Baseline Reviews (IBR).
- Provide technical expertise to STRIKE in support of the Cost Analysis, Milestone Documentation, Contractor Reporting, and Program Reporting functions. The Cost Analysis effort shall include data collection, organization, analysis and modeling to support the Lead Cost Analyst for each Program. The Milestone Documentation effort shall include the coordination of the preparation of Milestone Documentation such as the Cost Analysis Requirements Document (CARD) and providing support to Cost Review Board (CRB) efforts. The Contractor Reporting shall include the development of Contractors Cost and Software Data Reports (CSDR) plans and related documents, monitoring status of CSDR submissions, and follow up action necessary to gain submission of delinquent reports. The Program Reporting functions shall include the coordination and preparation of period reporting requirements such as budget justification materials (P- and R-forms) and other required budgetary reports.
- Financial management support for the preparation, planning and executing annual lines of funding and expertise in the USG-designated automated system to manage funds. The contractor shall support the Planning Programming Budget and Execution (PPBE) requirements of the PO to include preparing materials associated with POM, SPAR, and budget requirements. The contractor shall support all requirements associated with executing funds, to include creating spend plans and monitoring actual execution to plan, preparing execution reports, and recommending changes to plan.
- Provide on and off site Subject Matter Experts (SMEs) with extensive DoD financial management experience with an in depth understanding of all aspects of Foreign Military Sales (FMS) and International Programs.
- Maintain and provide programmatic and subject matter expertise to assist with the design, development and continuous improvement of database applications being used to manage, execute, and report general funds and Foreign Military Sales (FMS) data.
- Support to include maintenance of web-based budget and financial applications.
- Provide General Fund Enterprise Business System (GFEBS) Subject Matter Expert (SME) support in all areas of funds planning, execution, and maintenance to include researching and processing Intermediate Documents (IDOCs), clearing Unmatched Transactions (UMTs) through the use of DFAS DARTS Tickets, coordinate with required parties the clearing of Unliquidated Obligations (ULOs), and prepare GFEBS help desk tickets as needed. The contractor shall prepare training materials and provide individual or group training as needed.
- Maintain key supporting documentation and a repository for Army Audit Readiness to include funding documents, training certificates, and delegations of authority in order to meet audit sample requirements. The contractor shall compile and analyze audit packages and follow up Corrective Action Plans (CAP) against Department of Defense regulations and Financial Improvement and Audit Readiness (FIAR) guidance.
- Prepare the Army’s tri-annual Joint Reconciliation Program (JRP) to include report preparation, submission, and follow up sampling. The contractor shall maintain, review, and coordinate for approval Customer Support Agreements.
- Programmatic expertise for planning, evaluation, integration, and coordination of workforce structure and manpower management.

- Years of Experience: over 10 years of related experience.
