Under general direction, the Crime Analyst provides comprehensive analytical, intelligence, and administrative support to the Police Department. This role involves researching, collecting, analyzing, and disseminating crime-related data from various sources. The Crime Analyst identifies crime patterns, trends, and series, offering timely information and recommendations to enhance law enforcement operations and strategic planning. Additionally, the position provides investigative support and performs other related duties as assigned.

This journey level, non-sworn classification is responsible for independently performing professional analytical duties to aid in the investigation and prevention of criminal activities. Positions at this level exercise judgment and initiative in their assigned tasks, receive only occasional instruction or assistance as new or unusual situations arise, and are fully aware of the operating procedures and policies of the work unit.

Identifies crime patterns, trends, and series, and provides insights into potential suspects;
- Conducts advanced statistical analysis and prepares detailed reports, charts, graphs, maps, and bulletins to support department management in decision-making processes;
- Compiles and analyzes criminal and intelligence data according to location, time, special characteristics, and other distinguishing features to locate and identify patterns and trends of crimes, criminals, and criminal and terrorist organizations;
- Researches, prepares, edits, and disseminates intelligence products such as trends, officer safety bulletins, incident bulletins, reports, and presentations;
- Formulates theories regarding crime trends, patterns, and suspects; develops hypothetical links between crime trends, criminals, and crime groups; makes recommendations of possible solutions to criminal investigative problems;
- Develops and maintains information system applications and databases relative to criminal activity; audits and maintains quality control of crime analysis data through accurate data documentation;
- Utilizes geographic information and mapping systems to evaluate crime statistics and create graphic presentations of crime trends such as the type and location of crimes committed;
- Establishes work processes to strengthen the nexus between crime analysis and effective, proactive patrol efforts;
- Serves as a departmental liaison with other law enforcement agencies on criminal intelligence matters;
- Provides complex analytical support to the department for various special projects and assignments;
- Participates on a variety of interdisciplinary committees and commissions and represents the City to the community and other organizations;
- Participates in community outreach efforts to enhance public safety;
- Prepares and presents educational materials to the community and/or other law enforcement agencies;
- Prepares and maintains various files and logs, including logs of police activities by incident type, time of occurrence, and area;
- Testifies in court as required;
- Observes and complies with City and mandated safety rules, regulations, and protocols;
- Assists in strategic planning and resource allocation;
- Monitors and advises when “pop-up” events such as fight clubs and intersection takeovers will occur;
- Performs other duties as assigned.
Education and ExperienceA bachelor’s degree from an accredited institution in criminal justice, criminology, statistics, or a related field is required. A Crime and Intelligence Analysis Certificate from the Department of Justice or a master’s degree or graduate certificate in Crime Analysis is preferred.
Experience in crime analysis or a related field is required. Proficiency in social media monitoring and Microsoft Office Suite (Excel, Word, PowerPoint) is essential. Strong analytical, communication, and organizational skills are crucial.
Skills and experience in law enforcement or a public safety environment in the area of crime analysis with the ability to present complex data clearly and concisely is preferred.

Physical Demands and Working ConditionsMust possess mobility to work in a standard office setting and use standard office equipment, including a computer; to operate a motor vehicle and visit various City sites; vision to read printed materials and a computer screen; and hearing and speech to communicate in person and over the telephone. This is primarily a sedentary office classification although standing in work areas and walking between work areas may be required. Finger dexterity is needed to access, enter, and retrieve data using a computer keyboard or calculator and to operate standard office equipment. Positions in this classification occasionally bend, stoop, kneel, reach, push, and pull drawers open and closed to retrieve and file information. Employees must possess the ability to lift, carry, push, and pull materials and objects up to 25 pounds.
Employees work in an office environment with moderate noise levels, controlled temperature conditions, and no direct exposure to hazardous physical substances. Employees may interact with upset staff and/or public and private representatives in interpreting and enforcing departmental policies and procedures.
LicenseMust have and maintain a valid California Class C Driver’s License.
Special ConditionsApplicants must successfully pass a thorough criminal background investigation (CA DOJ and FBI) and a polygraph examination prior to hiring.
