Overview
The College of Veterinary Medicine (CVM) is seeking an experienced Finance Manager. The incumbent will report to the Chief Financial Officer of the CVM and will provide leadership to the finance team, serve as the CVM Cluster Director, and supervise 5.0 FTE, ensuring financial functions are performed efficiently, accurately, and in full compliance with University, collegiate, and other regulatory entities’ policies and procedures. This leadership role encompasses financial reporting, analysis, budgeting, audits, and operational management in support of achieving financial objectives.

Essential Functions
Controller - 50%
Implement, monitor, and enhance internal controls to protect assets and improve efficiency and effectiveness of financial processes. Coordinate audit activities, ensuring compliance with relevant policies, procedures, and regulations. Develop and maintain policies, procedures, and guidance for CVM to ensure continuous compliance. Ensure the integrity of the general ledger, including reviewing and reconciling accounts. Serve as the primary CVM resource for interpreting and explaining UMN and Collegiate policies, guidance, and procedures. Proactively communicate with stakeholders. Review EFS, HRMS, DMS, and database access requests and corporate card applications based on business needs. Conduct annual access reviews for various systems and functions and audit activities for compliance, taking corrective action when required. Facilitate the development and implementation of financial initiatives, such as standardized best practices and solutions. Ensure units are meeting required accounting cycle deadlines (month and year end) and other financial and reporting deadlines. Act as primary approver for general ledger journal entries, ensuring compliance with accounting standards, policies, and best practices.
Budget, Financial Management, and Reporting - 30%
Participate in the annual budget process, including conducting analysis and forecasts, facilitating budget process, and proofing budget for accuracy and compliance. Process allocations and funding transfers in accordance with budget and funding models. Perform analysis on budget variances and forecasting. Respond to requests from within and outside of UMN, such as quarterly/annual flux analysis requests. Facilitate billing for offshore tuition and other affiliate organizations. Reconcile tuition deposits and application fees. Forecast Annual Scholarship and Fellowship earnings and make spending recommendations. Facilitate UMF disbursements and award reconciliation. Coordinate annual AAVMC Institutional Data Report, GASB reporting, and other financial reporting. Act as primary point of contact for financial budgeting and reporting system, resolving issues and developing solutions in partnership with external developers.
Cluster Director and Supervision - 20%
Supervise 5.0 FTE. Mentor staff to ensure high performance and continued professional development. Oversee finance cluster activities, including accounts payable, accounts receivable, general ledger journal entries, and procurement specialist activities. Serve as the primary point for escalation for policy and procedural issues pertaining to finance cluster functions. Act as primary point of contact for the Controller’s Office. Attend Cluster Director and other meetings to stay current on policies, procedures, and regulations; implement changes and enhancements to meet requirements to ensure efficient and effective operations.

Minimum/Essential Qualifications:
Bachelor's Degree in accounting or related field and ten years of professional experience. Strong foundation in accounting, understanding of GAAP, financial reporting, and analysis. Proven experience supervising and developing finance teams.
Preferred Qualifications:
CPA or CMA certification. Experience managing accounts payable, receivable, and general ledger workflows. Familiarity with fund accounting and sponsored/non-sponsored program accounting. Experience with University of Minnesota’s Enterprise Financial System (EFS) and HRMS. Certification as a UMN Certified Approver. Knowledge of University of Minnesota financial policies and procedures.
Excellent communication skills, both written and verbal, with the ability to adapt communication style to a wide variety of audiences. Strong organizational skills with a demonstrated ability to prioritize multiple projects and make independent, educated decisions.
