Under general supervision, provides complex financial assistance to the Transit Administrator in the administration of federal and state funded transit grant programs including grant application, compliance management, and mandated reporting; purchasing, capital planning, and revenue monitoring.

Responsibilities:
- Provides administrative assistance and support to the Transit Administrator and Operations Manager in the coordination of special projects as directed. Assembles background materials, prepare files and schedules for special projects. Researches issues and policies as directed.
- Performs a wide variety of administrative support duties related to federal/state transit grant funding including grant preparation, administration, ensuring compliance, and mandated reporting.
- Assists in the development of the annual budget for transit operations.
- Oversees procurement activities for assigned areas for the transit department.
- Coordinates and collaborates with outside agencies; serves as a liaison to transit related organizations in relation to program funding activities.
- Develops, documents, and maintains complex statistical information required for reporting to the city, county, state, contract holders, and federal agencies in accordance with agency guidelines.
- Processes requests for proposals for special projects and procurements.
- Maintains records of expenditures and coordinates with the Finance department.
- Maintains and updates administrative files. Acts as custodian of the transit department's files.
- Participates in the development and implementation of goals, objectives, policies and priorities; recommend and implement resulting policies and procedures for transit operations as they relate to grant funding compliance and financial management.
- Provides staff support to Transit Operations Manager; participates on a variety of committees; prepares and presents staff reports and other correspondence as necessary.
- Attend and participate in professional group meetings; stay abreast of new trends and innovations in the field of grants management and federal procurement/finance guidelines.
- Collect data and submit monthly, quarterly, bi-annual, and annual reports to State, Federal, and other entities as required.
- Maintain all files as required by City, SCDOT and FTA.
- Submit and maintain SCDOT and FTA invoices for grant drawdowns.
- Maintain Excel spreadsheets for reporting and drawdown submittals of State and Federal and 5311/5307 finances.
- Reconcile CAT’s assets, accounts payable, purchasing, and revenue and expenditure statements in the financial software.
- Submit drawdowns via VTE Forms for SCDOT Grants.
- Submit NTD reports. Compare AP Account Distribution Report to vouchers.
- Complete and submit Subrecipient Activity Status Reports.
- Complete and submit DBE Reports to SCDOT and FTA, FFR Reports to FTA, and Milestone Reports to FTA.
- Prepare, submit, and maintain reports for CAT budgets for submittal to CAT Partners, City, State, and FTA.
- Financial and Program Management for Compliance Reviews/Audits by City, State, and Federal requirements.
- Complete and submit OPSTATS Report.
- Schedule of Budget to Actual.
- Submit TIP/STIP to SCDOT.
- Complete Certifications and Assurances.
- Complete Partner Contracts.
- Maintain funding Allocation records to track 5307 and 5311 expenses separately, and submit them to the Finance department.
Education and Experience Requirements
Bachelor’s degree from an accredited college or university with major course work in transportation administration, public administration, business administration, or a related field; or any equivalent combination of education and experience in transit related programs, including the administration of grant funds.
Licenses or Certifications
Must have a valid South Carolina driver's license or ability to obtain one.
