Description
Position Summary
This position is responsible for administrative, leadership, planning, coordinating and management of the Accounting Division of the Finance Department. This position manages and directs the operations of the Division under the general supervision of the Finance Director.
Essential Functions
The following duties are normal for this position. These are not to be construed as exclusive or all-inclusive. To perform this job successfully, an individual must be able to perform each duty satisfactorily. Other duties may be required and assigned.
- Directs the work of and manages the staff of the Accounting Division. Interviews and selects new employees. Provides training and instructions and ongoing training needs. Assigns tasks, reviews work and prepares performance evaluations. Recommends employee transfers, promotions, disciplinary action, and discharge.
- Provides leadership and management to all assigned staff. Directs staff on difficult projects.
- Analyzes and evaluates existing objectives, goals, standards, priorities, policy and procedures.
- Researches, recommends, develops and implements policy and procedures for program effectiveness.
- Develops work plans and strategies to meet business needs-both short term and long term; develops and directs the implementation of goals, objectives, policies, procedures and work standards to ensure success. Ensures proper implementation and City conforms to related legislative requirements.
- Manages and directs accounting operations; establishes, monitors and enforces internal controls, policies and procedures to ensure records are compliant with generally accepted accounting principles.
- Establishes an accounting record retention schedule to maintain financial documentation and records of all transactions recorded.
- Ensures accurate and timely monthly financial reports for departments, management and TVA. Analyzes, maintains and reviews general ledger activities that have been posted. Generates financial reports.
- Prepares journal entries and year-end entries in accordance with GASB and FERC.
- Provides subject matter expertise for FERC accounting and TVA regulatory issues.
- Formulates and maintains budget projections for various utility functions.
- Analyzes and establishes City Labor and Equipment Overhead Rates.
- Oversees, prepares and/or reviews City utility and fixed asset accounting functions, including electric plant accounting.
- Maintains and offers direction/support for the application of TVA programs including but not limited to: rate application, rate schedule credits, accounting policies, general practices and procedures.
- Guides departments by researching and interpreting accounting policy; applying observations and recommendations to operational issues.
- Analyzes and recommends computer enhancement capabilities.
- Prepares work papers and liaisons with auditors on applicable items related to the annual external audit.
- Achieves City objectives by contributing accounting information and recommendations to strategic plans and reviews; preparing and completing action plans; implementing production, productivity, quality, and customer-service standards; resolving problems; completing audits; identifying trends; determining system improvements; implementing change.
- Works with IT to ensure integrity of computer reports and customer account status related to utility billing accounts.
- Assists other departments with financial software support and adjustments as requested and designs special monthly reports and queries.
- Updates job knowledge by participating in educational opportunities; reading professional publications; maintaining personal networks; participating in professional organizations (i.e. TVA).
- Reviews and signs off on accounts payable and check run.
- Other duties as assigned.
Knowledge, Skills, and Abilities- Knowledge of Generally Accepted Accounting Principles, Governmental Accounting Standard Board (GASB) Statements and Generally Accepted Auditing Principles related to municipal budgetary administration and program development.
- Knowledge in FERC accounting, TVA billing rate structures and TVA reporting requirements.
- Knowledge of procurement principles, methods and procedures, including buying quality assurance, inventory management and physical distribution.
- Knowledge of Federal, State and municipal laws, codes, ordinances and regulations.
- Knowledge of management and supervisory principles and practices.
- Knowledge of principles and practices of office management, work scheduling, automation and workflow analysis.
- Knowledge of computer software including word processing, spreadsheet and database.
- Knowledge of automated systems used in the preparation and maintenance of billing and collection data.
- Skill in analyzing and interpreting fiscal and accounting records and preparing clear and concise financial and administrative reports.
- Skill in effectively managing, supervising and evaluating assigned staff.
- Skill in maintaining complex accounting records and an effective record keeping system.
- Ability to perform detailed work accurately and independently in compliance with stringent time limits with minimal direction and supervision.
- Ability to prioritize duties to accomplish a high volume of work product while adapting to constant changes in priority.
- Ability to maintain accurate and legible notes.
- Knowledge of City policies, procedures and practices.
- Knowledge of local government organization and its departmental operating requirements.
- Ability to establish and maintain effective working relationships with others.
- Ability to analyze and prepare organizational and functional reports from research data.
- Knowledge of the use of a multi-line telephone system.
- Ability to operate standard office equipment and perform word processing and/or data entry.
- General knowledge of current office practices and procedures and knowledge of the operation of standard office equipment and software.
- Ability to work the allocated hours of the position.

- Must be proficient in workplace English and spelling.

- Ability to prepare, recommend and monitor an operating budget, including line item budgeting.
- Ability to comprehend complex state/grant financial records and reporting.

QualificationsRequired Education, Experience, Licensing, and Certifications- Bachelor's Degree in Finance, Accounting, Business Administration or related field and eight (8) years' experience in accounting or auditing.
- Three years supervisory experience.
